The post should be advertised and selection should be made by the Departmental Selection Committee, as per the following composition:-
Scale: BS-20 and above
Composition of the Committee:

1. Minister – Chairman
2. Secretary – Member
3. JS (Admn) – Member cum Secy.

Scale: BS-01 to BS-19
Composition of the Committee:

1. Secretary – Chairman
2. JS (Admn) – Member
3. DS (Admn) – Member cum Secy.

Note: In case the post(s) are in an Attached Department/Subordinate Office, head of the Attached Department will be co-opted as Member.
