NOTIFICATION / ORDERS & CIRCULARS regarding Education Department STUDY LEAVE :: To provide an opportunity to the teachers to make them professional and skill in their school subjects:: Government of the Punjab, Directorate of Public Instructions (SE) Notification No. -/Adin{Male}-1 dated 17-10-2014 It is to inform you that the purpose of study leave is to provide an opportunity to the teachers to make them professional and skill in their school subjects whereas it has been observed that a number of cases during the year have been received where mostly teachers of all categories have got admission in irrelevant subjects or admission taken in those subjects which are not related to their present job/assignments. This sort of practice is contrary to the study leave rules/policy which is as under: - Study Leave may be granted as additional leave to Government servants for the study of scientific, technical or similar discipline or in order to undertake special course of instructions. Study Leave may be granted with due regard to the exigencies of the public service. . The competent authority has taken a serious notice of the above said situation and has been pleased to direct as under: Departmental permission for taking admission should be given by the Competent Authority i.e DPI (EE) upto BPS-15 and from BPS-16 to BPS-18 DPI (SE) Punjab Lahore prior to admission. No Departmental permission for admission should be granted other than the subjects for which he was recruited or in irrelevant subjects which are not related to their present job. The admission in the campus constituted/ established by the various universities in various cities as Distance Learning Centers may not be allowed. Departmental Permission in each case may invariably be sought well before the submission of  admission forms to the University/College, otherwise study leave will not be granted. Prior to sanction any kind of leave by the competent authority the teacher will not be releaved from the station. The concerned authorities should rout the cases through proper channel alongwith full justification/ recommendations. Leave cases should reach the office of the leave sanctioning authorities before commencement of leave. In case of any violence of these instructions, the applicant/officer forwarding the leave cases will be held personally responsible for the consequences.     . This instant writ petition was disposed of with the direction to respondent No.1 Secretary School Education Department to treat the petition as representation filed by the appellants and decide the same for giving opportunity of hearing to the petitioners and considering all the annexure attached with the writ petition strictly under the laws. The Secretary School Education hereby accept the representation of the petitioners for advance increments at par with the case of the appellants in appeal No. 1545/2010 and petitioners in writ petition No. 8395/2012 and direct the EDO (Education) Muzaffargarh to process the case of petitioners accordingly. PUNJAB School Education Department Notification No. SO (SE-IV) 4-663/2012 dated 5th-June-2014 As per this Notification:: In compliance to the order dated 13-02-2014 passed by the Hon'able Lahore High Court, Lahore in WP No. 28045/2012 titled Shehnaz Asghar Vs Secretary School Education etc, the Chief Secretary Punjab, on the recommendations of the Committee, headed by the Additional Chief Secretary Punjab, has approved a policy to manage and administer MC Cadre and General Cadre Teachers, posted in MC Schools. The policy guidlines are under: The sanctioned posts for defunct MC Schools prior to 1st July 2002 be protected and the service matters pertaining to MC cadre teachers shall continue to be dealt with under the provisions of Punjab Local Councils Servants (Service) Rules 1997. The EDO (Edu) shall submit working papers for promotion of MC cadre teachers to the DCOs concerned for expeditious disposal of promotion cases by the Selection Committee constituted under Rule 4 of the Punjab Local Councils Servants (Service) Rules 1997 as amended vide Notification dated 18th April 2002. MC cadre teachers on their promotion shall be posted in MC Schools. In case the vacancies not available due to the posting of General Cadre teachers ten the General Cadre teachers shall be posted out so that the promotion of MC Cadre teachers can be actualized. The posts created after 1st July 2002 shall be treated sanctioned on the schedule of establishment of respective District Government. Since 2002, the recruitment against vacant posts in MC schools is being made by the School Education Department, therefore the teachers recruited or to be recruited shall stand at the strength of School Education Department and The School Education Department may also fill the vacant posts in MC Schools through transfer of General Cadre Employees provided that the promotion prospectuses of MC Cadre teachers are not adversely affected. In view of the above, it is requested that above mentioned policy guidelines be observed in letter and spirit. Allocation of Posts under Recruitment Policy 2013 for Educators Government of the Punjab School Education Department Order/Notification No. SO (SE-IV) 2-6/2012 dated 4th March 2014 "The EDO (Edu) and DMO will jointly identify the schools for allocation of posts. The EDO (Edu) will notify the schools where posts of Educators are to be shifted with the approval of District Government and the same shall be placed on Notice Board in the offices of EDO (Edu) and DEOs before interviews. Further it may be placed on website and the re-allocated posts shall be reflected in the budget book of the district." . GRANT OF SPECIAL ALLOWANCE ON M.PHIL QUALIFICATION IN PUNJAB Punjab Education Department issued the Notification Govt of Punjab (School Education Department) Endst No. 370/EM dated 22-01-2014 by EDO (Education) Toba Tek Sing M.Phil/Qualification Allowance @ 5000/- PM. In pursuance of Govt of the Punjab Education Department (school wing) Notification No. SO (SE-III) 2-16/2007 and No. SO (SE-III) 2-16/2007 dated 06-03-2013 regarding grant of Special Allowance on M.Phil Rs.1200/- PM and revised 01-04-2013 Rs.5000/- PM by Finance Department Notification No. FD-SR-1/9-21/2011 dated 01-04-2013. CONDITIONS 1. Only one M.Phil allowance will be admissible. 2. M.Phil allowance may not be admissible to those who have already drawn Four / Six Advance Increments on acquiring of M.Phil. 3. M.Phil allowance will be admissible to those who have acquired M.Phil during Extra Ordinary Leave (Two Years) already drawn two advance increments. 4. The District Accounts Officer concerned is required to check all codal formalities before any kind of payments. 5. Special Facilities for Disabled Students in Educational Institutions of Punjab Govt of the Punjab Higher Education Department has issued Notification No. S.O. (A-II) 1-83/2012 dated 7th November 2013 The Chief Minister has been pleased to approve the following for Special Students (Disabled). i. In case of Disable/Special Students, there will be no age limit for taking admission in any Educational Institutions of Punjab. ii. All institutional charges including Tuition Fee, Hostel Fee and Utility Bills will be waived off for Disabled/Blind/Physically challenged students. iii. There should be at least one seat reserved for higher qualification i.e M.Phil & Ph.D in all Govt institutions/universities. iv. Provision of Ramps/Special Pathways and toilets would be made mandatory for all Govt buildings. This should be ensured in all future constructions. iv On admission of a special student in a university a laptop will be awarded to him/her as an incentive and Electric Wheel Chair be provided on passing out from University.

No. 491/2/13/Adv(A) as PDF » COMPLAINT Mr. Zulfqar Ali Bhatti I.T / Computer Science Teacher, Government High School, Sheikhpura stated that he and other scuh Teachers including I.T. / Computer Science Lab Incharges were recruited under the I.T. / Computer Science Teachers and Computer Labs, Project - Matching Programme with the Govt. of Punjab (Jan/2004) since 2005 and were in receipt of computer allowance @ 1500/- P.M. respectively, which was discontinued by the DAO, Sheikhpura w.e.f 01.07.2008 without any lawful authority, while not only the computer allowance was existing in the advertisement for inviting applications but also that was included in the PC-I of the Project and the Budgetary Allocation of the District Governments and that the same categories of Teachers and lab, Incharges were drawing that allowance from the respective Accounts Offices in the Punjab without any hindrance whatsoever. He seek direction to the DAO, Sheikhpura to restore the staff allowance from 01.02.2008. FINDINGS 4. The complainant and all those Teachers similarly placed and circumstanced, including the I.T. Lab Incharges were founded to the computer allowance which was unauthorizedly discontinued by the DAO, Sheikhupura w.e.f. 01.07.2008, constituting an act of maladministration within the meaning of Section (2) of the Punjab O/o Ombudsman Act, 1997, for which A.G. Punjab is directed to enqiure the matter and submit inquiry report to this office within one month of issue of this order as required under Section 11(2) of the Act, 1997, fixing responsibility upon the delinquents. 5. The DAO, Sheikhpura is directed to pay the arrear of computer allowance to the complainant and other such Teachers, including the I.T.Lab Incharges and report compliance to this office within the aforesaid stipulated period. 6. The complaint is disposed of in these terms. Parties be informed.

Teachers Jobs Announced by Directorate of Staff Development Education Department Govt of Punjab Directorate of Staff Development Education Department Govt of Punjab has also announced the District Teacher Educators (DTEs). Applications for these teachers jobs are invited from the in-service school teachers working in BPS-09 to BPS-16. These vacancies are available in all the districts of the province of Punjab. The details of DTEs can be obtained from the EDO Education Offices, DMO and DTSC concerned. The post of the DTE is cluster specific and non-transferable. Maximum duration of this post is 3 years, which may be extended by DSD on satisfactory performance.
