According to this Notification in reference to  Ministry of Defence  O.M No. 4/3/D-22/210 dated 3 rd  September 2013 on this subject and is convey the approval of Establishment Division to the up-gradation/redesignation of the following posts in FGEIs (C/G): S.No Designation/BPS of the Post Qualification  for  existing incumbents and for direct entry for  appointmentto the upgraded post 1 Trained Graduate Teachers (TGT) BPS-16 to  Secondary School Teacher  (SST) BPS-17 B.A/B.Sc with B.Ed 2 Trained   Under Graduate Teachers (TUGT) BPS-14 to Trained Graduate Teachers (TGT) BPS-16 B.A/B.Sc with B.Ed 3 Drawing Master /Drawing Mistress BPS-14 to Drawing Master BPS-16 2 nd Class B.A/B.Sc with B.Ed, One year Diploma in Drawing or  Bachelor Degree  in Fine Arts with B.Ed 4 Physical Training Instructor  (PTI) BPS-14 to Physical Training Instructor Senior BPS-16 B.A/B.Sc with Senior  Diploma in Physical Education 5 Matric Trained Teachers (MTT) BPS-09 to  Elementary School Teacher  (EST) BPS-14 At Least 2 nd Class F.A/F.Sc with C.T or equivalent with CT The above approval is subject to the concurrence of Finance Division, amendment in recruitment rules and filling up the upgraded posts in the manner prescribed in the Establishment Division O.M No. 8/36/2000-R-I dated 31-12-2008.

UP-GRADATION OF ADMINISTRATIVE OFFICER (BS-16) TO BS-17 IN FGEI (C/G) Federal Service Tribunal (FST) has been issued the Judgment on 09th April, 2013 in the Appeal No. 3045-3054(R)CS/2012 filed by Mr. Pervez Hussain Quereshi Admin Office, FGEI C/G Directorate, Rawalpindi with 9 others VS Director FGEI C/G, Secy: M/o Defence, Secy: Estab & Secy: Finance through Mr. Farooq Ahmad Seemab Advocate High Court " With the direction to the respondents to upgrade the post of the appellants alongwith their incumbents within a period of three months".

LHC Judgment:: Time Scale & Up-gradation of FGEIs Teachers Lahore High Court, Rawalpindi Bench, Rawalpindi issued the judgment on 03-06-2013 in favour of the FGEIs teachers in connection with up gradation and Time Scale Promotion.

In view of the Prime Minister’s Directions No. 2605 dated 17-02-2011 and keeping in view the order dated 29-09-2008 passed by the Federal Service Tribunal and the judgment dated 13-02-2012 passed in W.P No. 1826/2011, there are no reasons to form a different opinion than the one formed in the referred judgments. These writ petitioners are accepted. The respondents are directed to make the funds available and order the up gradation in the case of the petitioners which has so far been withheld on the pretext of the paucity of the funds wef 01-01-2011 the date when the same up gradation bestowed to those serving under the FDE, Islamabad keeping in view the time scale formula in case of the petitioners in the instant W.P No. 622/2012 and to the other petitioners without the application of the time scale formula as it is not applicable in their case. Revised 4 Tier Formula Promotion List FGEIs FGEIs (C/G) Dte Rawalpindi has issued the Revised Promotion List of FGEIs teachers under the Four Tier Formula vide Notification No. 0409/8/2012-FGEI (M) dated 22nd March 2013. There are promotion of teachers to Assistant Headmasters (BPS-17), Headmasters (BPS-18, 19 and 20). In connection with the Dte letter of even number dated 30th January 2013 revised promotion orders are issued in pursuance of Judgment of Lahore High Court Rawalpindi Bench, Rawalpindi.
