Finding:: The complaints are the incumbents of the post of Stenographer (Basic Scale BS-12), which was upgraded to BS-14, hence in term of Para 3 of the Finance Department Circular, there were would be no change in BS-15, acquired by the complaints by virtue of seclection grade, prior to upgradation of the post of Stenographer to BS-14 w.e.f. 23-12-2011. The scaheme of selection grade had already been abolished w.e.f 01.12.2001 in the RBPS-2001.
The refence of Government of Sindh Finance Department circular dated 21-03-2013 was relevant to the same situation although pertaining to other province.
The complaint is recommended for consideration by the S&GAD (Regulations Wing)/Finance Department DG. PR Punjab decision of the Punjab Government on the lines of Sindh Government and report complaince to this office within one month from the issue of this order as required under section 11(2) of the Punjab O/o Ombudsman Act, 1997.
