REVISION OF BASIC PAY SCALES, ALLOWANCES & PENSION OF THE CIVIL SERVANTS OF THE FEDERAL GOVERNMENT
Finance Division (Regulation Wing) O.M. No. F.1(5)Imp/2011(Pt)-902 Dated 21/10/2013
Revision of Basic Pay Scales, Allowances and Pension of Civil Servants of the Federal Government and the further elaborate/interpret the subject matter with special reference to the term "new entrants" used in para-8(ii) of the O.M. ibid as follows:-
a) The new entrants in Basic Pay Scales 16 to 22 through direct recruitment/appointment on or after 01-07-2011 shall be allowed Medical Allowance @ 15% of initial of relevant Basic Pay Scales-2008 w.e.f. the date of their appointment and shall stand frozen at the same level till further orders.
b) The entrants in Basic Pay Scales 16 to 22 by way of promotion/up-gradation etc. from BPS 1-15 on or after 01-07-2011 shall be entitled to Medical Allowance @ 15% of pay that would have been admissible to them on 30-06-2011 in the relevant Basic Pay Scales-2008, had they been promoted/upgraded prior to BPS 2011 and shall stand frozen at the same level till further order.
c) The admissible amount of Medical Allwance shall, in no case, be less that Rs: 1,000/- (Rupees one thousand only).

REVISION IN THE RATE OF CONVEYANCE ALLOWANCE FOR CIVIL SERVANTS IN BPS20-22
Finance Division Regulation Wing, Islamabad O.M. No. F.3 (1) Reg-5/2010 dated 1st October 2013

Finance Division O.M. No. 3 (1) Reg-5/2010 dated 03-07-2012 & 05-09-2012 it has been decided that Conveyance Allowance @ 5000/- per month will also be applicable to the officers of BPS-20 to 22, who are not availing free transport facility as well as they are not also allowed Monetization of Transport Allowance with immediate effect. Grant of Adhoc Relief Allowance - 2013 @ 10% of Basic Pay to the Executive/ Supervisory Staff of Autonomous/ Semi Autonomous Bodies, Corporations etc.

Finance Division Regulation Wing has issued Office Memorandum No. F.4 (3) R-4/2011 dated 10-09-2013 with the 10% Adhoc Relief Allowance of the Basic Pay to the Executive/Supervisory Staff of the Autonomous/Semi Autonomous Bodies/Corporations etc wef 1st July 2013. This allowance will only be applicable to those corporations/autonomous bodies’ employees who have totally adopted the Basic Pay Scales of the Federal Government.

GRANT OF ADHOC RELIEF ALLOWANCE-2013 @ 10% BASIC PAY TO THE CIVIL EMPLOYEES OF THE FEDERAL GOVERNMENT
Finance Div Regulation Wing Islamabad has issued Notification No. 1 (2) Imp/2013-364 dated 16th July 2013 in connection with Adhoc Allowance 2013 @ 10% to the Federal Govt Employees wef 1st July 2013.

This Allowance has been sanctioned wef 01-07-2013 at the basic pay to all the civil employees of Federal Govt as well as Civilians paid out of Defence Estimates including contingent paid staff and contract employees on the following conditions:
The amount of this Adhoc Relief Allowance 2013”
(i) Will be subject to income tax.
(ii) Will be admissible during leave and entire period of LPR except during Extra Ordinary Leave.
(iii) Will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of HR.
(iv) Will not be admissible to the employees during the tenure of their posting/deputation abroad.
(v) 4th condition is available at the notification.
The Term Basic Pay for the purpose of Adhoc Relief Allowance-2013 will also include the amount of the personal Pay granted on account of annual increments beyond the maximum of the existing Pay Scales.
The above Adhoc Relief Allowance 2013 shall be accommodated from within the budgetary allocation 2013-2014.

In pursuance of sub-section (2) of Section 323 of Pakistan Penal Code (Act XLV of 1860) the Federal Government is pleased to declare Rs. 2,174,577/- (Rupees two million one hundred seventy four thousand five hundred seventy seveny only), to be the value of thiryt thousand six hundred and thirty (30,630) grams of silver for the financial year 2013-14 for the purpose of sub-section(1) thereof.

Finance Division is directed to refer to para 1(ii) of Finance Division's O.M. No. F.1(1)Imp/2010-624 dated 05-07-2010 and to state that it has been decided to further revise the existing rates of conveyance charges for late sitting of official working in BS-1 to 16 (Non-gazetted), excluding Drivers/DR, from 13-03-2013 as under:-

Pay Package for ISI Civil Employees on the Pattern of IB Officials Finance Division O.M. F.No.11(4) R-I/2012 dated:: 30-10-12:: Special Allowance equal to one month's basic pay of BPS-2008 on national basis as admissibile to them on 30-06-2011 subject to cessation of 50% Adhoc Relief Allowance.
