UP-GRADATION OF THE POST OF ASSISTANT/HEAD CLERK FROM BS-14 TO BS-16
Govt of Punjab, Finance Department Notification No. FD.PC.39-14/77(PtIV)(APCA/2008)(Provl.) dated 08-01-2016.

According to this Notification, the following queries were asked:

As to whether the upgraded post upgraded from BPS-14 to BPS-16 is to be treated as Gazetted or Non-Gazetted?

As to whether the incumbents of the said post are required to submit their char assumption reports against the respective upgraded post or otherwise?

The case has been examined in the Finance Department and it is clarified that the term “Gazetted and Non-Gazetted” has since been dispensed with under Rule 5 of the Punjab Civil Servants (Change in Nomenclature of Services & Abolition of Classes) Rule, 1974. Now the term “Officer & Official” exists and the same are defined in the Punjab Financial Rules Vol-I as under:

1.28-A: “Officer” means Government Servant holding a post in National Pay Scale No.16 or higher National Pay Scale.

1.28-B: “Official” means a Government servant holding a post in national Pay Scale No.1 to 15.

In view of the above, the incumbents of the subject post are officers and they are required to submit their Charge Assumption Reports against respective upgraded post accordingly.

TIME SCALE PROMOTION TO EMPLOYEES IN BS-5 TO BS-16 IN PUNJAB ::
Government of Punjab, Finance Department Notification No. FD.PC.39-14/77(PtIV)APCA/2008(Prov.I) dated 4 January 2016.
According to this Notification all the employees technical/non-technical from BPS-05 to BPS-16  which are isolated/stagnant (i.e having no promotion prospects) and have 10 years service to their credit in the respective pay scales to next pay scales with effect from 01-01-2016 . The incumbents shall further be promoted to next pay scales after earning each 10 years service.

REVISION OF BASIC PAY SCALES & ALLOWANCES OF CIVIL SERVANTS OF THE PUNJAB GOVERNMENT (2015)

As per Finance Department Notification:-

Merging of Adhoc Allowances
Adhoc Relief Allowance 2011 @ 15% and Adhoc Relief Allowance 2012 have been merged into basic pay.

News Revised Pay Scales 2015
News Revised Pay Scales 2015 have been introduced after merging ARA-2011 & ARA-2012.

Medical Allowance
Medical Allowance has been increased @ 25% of the running medical allowance and there will be minimum Rs.1500/- PM medical allowance for each employee.

Orderly Allowance
Orderly Allowance has been increased from Rs. 7000/- PM to Rs. 12000/- PM.

PROJECT ALLOWANCE
FOR PROJECTS / PROGRAMMES, POLIO, UNITS/POLCY CELLS

Govt. of the Punjab Finance Department, Lahore Notification/Order No. FD.SR-I/9-20/2006

Finance Department directed to refer to the subject noted above and to state that the existing policy regarding discontinuation of project allowance contained in this department's letter of even number dated 02-06-2011 has been reviewed for the purpose of rationalzation and uniform application across the board.
2. in supersession of all previous policy instructions on the subject, the competent authority has been pleased to decide that the officers/officials so appointed/posted in projects/programmes through competitive process shall be entitled to the following monthly rates of project allowance in addition to their admissible salary (substantive pay + admissible allowances) under their respective pay scales with immediate effect.

GRANT OF 50% ENHANCEMENT IN THE EXISTING JUDICIAL ALLOWANCE IN RESPECT OF EMPLOYEES OF LAHORE HIGH COURT, LAHORE

It is stated that in continuation of of Finance Department’s circular letters No. FDSR-1-9-11/2011 dated 13-08-2008 and 21-11-2008, the Governor of the Punjab in terms of the Article 208 of the Constitution has been pleased to sanction 50% enhancement in the existing judicial allowance to the employees of the Lahore High Court with effect from 1st July 2014.

GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF PUNJAB GOVERNMENT

According to this Notification, there is 10% increase in pension to the pensioners of the Punjab Govt wef 01-07-2014.

If the gross pension sanctioned by Federal Government is shared with any Govt in accordance with the rules laid down in part-IV of Appendix III to the Accounts Code, Vol-I, the amount of the increased in pension will be apportioned between the federal Govt and the other Govt concerned on proportionate basis.

In reference para-14 of this Department's Letter No. FD.PC-2-1/2001 dated 22-10-2001 on the above mention subject to say that Governor of Punjab has been pleased to approve the Computer Allowance presently admissible to Key Punch Operators/Key Punch Verifying Operators/ Data Entry Operators at rate of Rs: 450/- per month may be enhanced to Rs: 750/- per month with immediate effect. Other terms & conditions for grant of this Allowance remain unchanged.

LEAVE ENCASHMENT FOR 365 DAYS, NOTIFICATION ISSUED BY GOVT. OF PUNJAB
Government of the Punjab Finance Department Notification No. FD.SR-II/2-141/2012 dated 11th April 2014.

As per this notification “In exercise of the powers conferred under Section 23 of the Punjab Civil Servants Act, 1974 (Punjab Act No. VIII of 1974) and in continuation of Finance Department's Notification No. FD.SR-II/2-141/2012 dated 9th September 2013, read with Notification No. S.R.O. 70(KE)/2012 dated 29th August, 2012 of Government of Pakistan, Ministry of Finance and Revenue (Finance Division) Regulations Wing Islamabad, the Governor of the Punjab is pleased to insert following amendment in Rule 19 of the Revised Leave Rules, 1981 w.e.f. 01.09.2013”

"In rule 19, for the words "one hundred and eighty (180)" wherever occurring, the words "three hundred and sixty five (365)" shall be substituted".

Clarification of Ph.D/D.Sc and M.Phil Allowance

Govt of the Punjab Finance Department has issued Notification No. FD.SR-I/9-47/2013 dated 1st October 2013 to the clarification of the Ph.D/D.Sc and M.Phil Allowance.

In connection with the Notification No. FD.SR-I/9-21/2011 dated 01-04-2013 it was conveyed that the competent authority has been pleased to extend the facility of M.Phil Allowance @ 50% of Ph.D allowance to all the Govt servants across the board working under the administrative control of the Govt of Punjab subject to the condition that they acquire the M.Phil degree from the recognized universities of HEC with immediate effect. But instances have come to the notice that the Administrative Departments are not complying with the said instructions in the letter and spirit as number of cases are referred to this department for advise despite issuance of clear instructions in this regard.

All the departments are therefore, process/finalized the subject cases at their own without referring the same to the Finance Department Advice. M.Phil Allowance is admissible wef 01-04-2013

GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF PUNJAB GOVERNMENT
Govt of the Punjab Finance Department has issued Notification No. FD.SR-III/4.320/2013 dated 22-07-2013

Govt of the Punjab Finance Department has issued Notification in connection with the increase in pension for the civil pensioners of the Province Punjab wef 1st July 2013. This increase in pension is @ 10% of the net pension.

The benefit of increase in pension for the pensioners in the year 2010,2011 & 2012 will also be admissible to the new pensioners retiring on or after 01-07-2013. In the same way this increase in 10% pension will also be admissible to the existing as well as the pensioners retiring on or after 1st July 2013. Here net pension means Net Home Pension minus Medical Allowance included in the pension. The increase in pension is also for the Family Pension.


GRANT OF ADHOC RELIEF ALLOWANCE-2013 @ 10% BASIC PAY TO THE CIVIL EMPLOYEES OF PUNJAB
No. FD.PC.2-2/2013 dated 19th July 2013

Govt of Punjab Finance Department has issued Notification No. FD.PC.2-2/2013 dated 19th July 2013 has been issued in connection with the Adhoc Relief Allowance 2013 to all the Provincial Govt Employees of Punjab, Contract Employees. The said Adhoc Relief Allowance will be admissible wef 1st July 2013 onwards till further orders. This Allowance will not be admissible to the employees getting lump sum salary.

It is to mention here that there was a rumor by some newspapers that the notification of 15% increase in salaries of the Punjab Govt Employees from BPS-01 to 16 has been issued but this notification disclosed all these news. And now there is only 10% increase in salaries for all the Punjab Govt Employees.
