پاکستان ملٹری اکاؤنٹس میں سسٹم اینالسٹ گریڈ اٹھارہ کے کی دو پوسٹوں کو وزارت خزانہ نے 9 جون 2014 کو گریڈ 19 میں اپ گریڈ کرکے جائنٹ ڈائریکٹر بنانے کے احکامات صادر کیے۔ جبکہ دیگر چھ سسٹم اینالسٹ کو نظرانداز کردیا گیا تھا۔ یاد رہے کہ ملٹری اکاؤنٹس میں سسٹم اینالسٹ کی کل آٹھ آسامیاں تھیں، فیڈرل سروس ٹریبونل اور وزارت خزانہ کے اِس فیصلے کے بعد دیگر 6 سسٹم اینالسٹ میں سینئر سسٹم اینالسٹ جناب عزیز خان نے اِس ناانصافی کے خلاف عدالت عالیہ پشاور سے رجوع کیا۔ پشاور ہائی کورٹ نے 14 دسمبر 2017 کو سسٹم اینالسٹ کی پٹیشن کو خارج کردیا تھا جس پر انہوں نے عدالت عظمی میں اس فیصلے کیخلاف اپیل کی اور عدالت عظمی کے چیف جسٹس گلزار حسین کی سربراہی میں تین رکنی بینچ نے 18 جنوری 2020 کو پشاور ہائی کورٹ کے فیصلے کو کالعدم قرار دیتے ہوئے سسٹم اینالسٹ کے حق میں فیصلہ دے دیا کہ اپ گریڈیشن کسی ایک فرد کی نہیں ہوتی بلکہ اپ گریڈیشن پوسٹ کی ہوتی ہے، لہذا محکمے کی تمام سسٹم اینالسٹ کی پوسٹوں کو گریڈ 19 میں اپ گریڈ کیا جائے۔ محکمے نے عدالت عظمیٰ کے اس فیصلے پر عملدرآمد کرنے کی بجائے اسے فیصلہ کو دوبارہ سپریم کورٹ میں نظرثانی کی اپیل دائر کردی۔ ج |

Hon'able members of Chief Justice of Supreme Court of Pakistan Mr. Justice Gulzar Hussain , Justice Ijaz ul Hassan and Justice Syed Mansoor Ali Shah in Court-I heared the case. According to Judgment Hon'able bench said:
We find that the impugned judgment passed by the Peshawar High Court (یاد رہے کہ ہائی کورٹ نے سسٹم اینالسٹ کے خلاف فیصلہ دیا تھا) is not in accordance with law, in that it omits to consider the very matter of policy of the government of restructuring and once such restructuring is made, it cannot operate partially, rather has to operate across the board, which needs that all the posts of System Analyst in the Department, will have to be upgraded. Consequently, while directing the petitioners' post be upgraded to BS-19, we convert this petition into appeal and allow the same. The judgment dated 14.12.2017 of the High Court is set aside.

UPGRADATION / RE-DESIGNATION OF TWO POSTS OF SYSTEM ANALYST (BPS-18) AS JOINT DIRECTOR (BPS-19) IN PAKISTAN MILITARY ACCOUNTS DEPARTMENT

Consequent upon verdict of the FST Islamabad in Appeals No. 1459-1461(R)/2011 conveyed through their Judgment dated 08-05-2012, Establishment Division’s concurrence conveyed vide their O.M. No. 8/56/2008-R.1 dated
11th March,2014 and Finance Division’s concurrence conveyed vide their O.M. No.2(1)R-2/2014- 598 dated 9th June, 2014, the Secretary, Ministry of Defence, has been pleased to upgrade /
re-designate two posts of System Analyst (BPS-18) to Joint Director (BPS-19), in Pakistan
Military Accounts Department, alongwith incumbents, in terms of authority vested with him vide Schedule-3, Serial No.15, Rules of Business, 1973; with immediate effect, subject to the following conditions:-
i. Amendment in the Recruitment Rules;
ii. Filling up / Appointment to the upgraded posts in the prescribed manner as per Establishment Division’s D.O. letter dated 31.12.2008.
