Government of the Punjab, Finance Department has issued Notification on 05-05-2016 in connection with Clarification of Time Scale Promotion of Stenographers.
According to this Notification, the case has been examined. Finance Department observes that according to service rules (notified on 19-09-2005) the post of Superintendent (BPS-16) now in BPS-17 is filled by promotion through selection on merit from the cadres of Assistant Superintendents/stenographers/Accountants/Readers to District & Session Judges/Additional District & Session Judges/Clerk of Court to Senior Civil Judges/Clerk of Court to Judges Small Causes Court with five years experience as such. This is not a promotion on seniority cum fitness basis which is the actual spirit of promotion.
Hence it is clarified that the Stenographers (BPS-16) who have 10 years service in their credit in the respective pay scale working in the District Judiciary are entitled to the grant of time scale promotion to BPS-17.
