The petitioner Mr. Moeen Fakhar son of a deceased employee of Ghulam Fakar-ud-Din son of Nabi Bakhsh who died on 29-01-2010 while in service, applied for his appointment under Article 17-A of the Punjab Civil Servants (Appointment and Conditions of Service) Rule 1974. The petitioner was appointed as Junior Clerk but on contract basis. The departmental representative has stated that Government has changed its policy and shifted from regular to contract mode of recruitment to achieve the goals of good governance. The attention of this court is drawn towards Notification No. SRO-III(S& GAD)2-10/2006 dated 26th January 2008. It is correct that this court could not sit as court of appeal over the policy decisions made by the Government unless the said policy is against the law.
Order :: For what has been discussed above, this writ petition is disposed of with a direction to respondent 1 to consider the case of the petitioner and decide the same in light of the observations made above. This exercise be completed by respondent No.1 within a period of three months from the date of receipt of this order.

Writ Petition filed by the Senior Auditors (Contractual Employees) of PMAD in Lahore High Court Rawalpindi Bench, the Government of Pakistan has decided to regularise all the contract employees of under the MoD, who have completed at least one year of contract service till 30th September 2011. It was decided in a meeting of the sub-committee of the Federal Cabinet on contract and daily wages employees held in Islamabad. In the meeting the issue of regularisation of daily wagers and contract employees under the MoD was extensively deliberated and at the end it was decided to regularise all these employees.

BS 16 & Above Contract Employees Will Be Regularized In Punjab. According to details the government of the Punjab has categorically decided to regularize the contract employees of Punjab. As per estimates more than five thousands employes of district govt are on contract in BS 16 and above. The summary in this regard is sent to Chief Minister of Punjab for final approval.
