Career Planning of Departmental Cadre Officers of Pakistan Audit and Accounts department.

On the subject proposal I have some reservations, will somebody clarify the following points.

a. For departmental cadre officers of Audit and Accounts group, why the word promote officers used. It is to point out that this cadre is consist of officers of B-16 and B17(now upgraded to B-17 & B-18 respectively) who have reached to these grades by virtue of seniority in grade as well as having passed the accelerated promotion exams and Apprentice Accountant selection exams conducted by federal public service commission.

b. As per constitution of Accounts services all the officers in B-18 are to be treated as inducted officers. So after up gradation they are at par with direct officer, therefore question of to be under Deputy Director does not arises. In B-18 designation needs to be changed ,why the amendment regarding that not proposed.

c. For the last 25 years, the departmental cadre officers were not given any promotion in violation of general policy of promotion for all cadres, in that situation why their career planning was not conceived when that exploitation was being done?

d. 4-tier formula generally starts from B-17 and ends at B-20 but here the AOs are already placed in B-18,so from where this formula will start and where will it end? ,whether we will be at equal footing with direct officers and get promotions upto B-22 or will be restricted somewhere in between.

e. whether amendment is designed to enhance the status of departmental cadre officers or to prove them as inferior officers.

f. whether amendment proposed would be effective from 2005 and will do the justice to department cadre officers.

g. representative of departmental cadre officers consulted on this issue or otherwise?

Career Planning of Promotee Officers of Pakistan Audit and Accounts Services

That lopsided service structure of a department cause internal rift and affect the performance of the department adversely. Posts of Accounts Officer have since
been up-graded from Bs-17 to BS-18 on the intervention of Supreme Court of Pakistan since September 2005. Obviously a regularly place officer of BS-18 can hardly be inducted along-with Direct Officer BS-17 and can also not work under a Deputy Director (B-18). Establishment Division may be instructed to carry out necessary amendments in the constitution of Accounts Group so as to ensure that:

•  The Direct Officers and the Promotee Officers may continue to be appointment and promoted upto B-18 in their own stream.

•  Supervisory post may start from BS-19 as is being done in other occupational groups. These posts may be distributed amongst the Promote Officers and the Director Officers in the ration of 50 : 50. Seniority in this grade may be combined and maintained with reference to regular continuous officiation in that post.

2. An other alternative to deal with the case is to extend the 4-tier formula presently working in Education and Health Department successfully to the Promotee class of Audit and Accounts Service as well.

3. Establishment Division to work on these two parallel proposals and resolve the issue so as to avoid frustration, discontentment and undue litigation. This will help in achieving better result.
