Thanks Almighty ALLAH for Uncountable Blessings Islamabad: 25th Jan. 2012 Annual Increment due on 01-12-2005 on back-date up-gradation of AOs/AAOs & Auditors of PMAD, Pak Audit & Accounts Department. Case with Finance Secretary Mr. Waqar Masood Khan for Approval. The members of PMAD Employees Associations meet with Special Secretary Financne in this regards. Insha'Allah case will be done soon.

AGPR (Resp) Order dated: 23rd Nov. 2011 FST's (Lahore) Judgement : After care full consideration of all the fact of the case, we are of the view that although up-gradation has been described as placement but in fact it amount to promotion because all the criteria for the same as lay down by law have been fully dealt with 28-01-2002. "We have the seen memo issued by the Finance Division 24-10-1981 it state that pre-mature increment shall not been allowed cases of up-gradation of posts. This memo is in conflict the judgement of the Honourable Supreme Court of Pakistan hence it has no legal value the arguments of the learned councils for the respondents that up-gradation is not promotion since it is a mechanical process by which all incumbents in a particular grade and given the next grade cannot be given grade in the present judgement of the Honourable Supreme Court of Pakistan. Uunder the circumstance we allow the appeal and direct the respondents to grant the pre-mature increment to the appellant" --sd-- Members FST
