Promotion case of Civilian Veterinary Officers (BS-17), 4-tier's structure in the ration of 1:15:34:50 for placement in BS20,19,18 & BS-17

The Appeallant (Dr. Muhammad Jawed) he was inducted as Veterinary Doctor in BS-17 into R.V. Forms Corps through FPSC on 30.08.1997. There being no avenue of advancement vide Notification dated 12-5-2007 the Governer of the Punjab ordered recorganiztion of the Veterinary Officers of General Cadre under the 4-tier's structure in the ration of 1:15:34:50 for placement in BS-20, 19, 18 and BS-17. In terms of the said notification promotion case of the appellant was prepared and sent by the Headquarter MF GP, Oakara to the Hq Log 31 Corps Bahawalpur Cantt. on 29-08-2012 who is turn forwarded the same to respondent No. 3, namely Incharge, QMG Br. RV&F Directorate (D&T) GHQ rawalpindi for consideration which was followed by remainders. Having received no response the appleant submitted the departmental representation for consider the case for promotion in BS-18 with effect from 26-08-2011.

The appeal was resisted by the respondents. But in a round about manner major pleas of the appellant were conceded by the inter alia admitting that the case for revised service structure for promotion in higher scale of Civilian Veterinary Officers serving in Pak Army has already been taken up through Ministry of Defence and is almost at the final stage of approval and as such the appellant will also get promotion, if eligible. It was also conceded that after the approval the appeallant will also be granted the benefit of promotion, if eligible as per rules.
The appeallant is seeking promotion on a policy approved by the Government. This has been conceded by the respondents without mincing any word. The case of promotion of the appeallant is shown to be under process with respondent No. 3.

For the foregoing reasons FST's Lahore dispose of this appeal by directing the respondents to ensure the approval of the Federal Government to the proposed service structure of Civlian Veterinary Officers serving in the Pakistan Army and thereafter consider the appeallant for promotion in BS-18 with effect from 26-08-2011 preferably within a period of two months.
