Up-Gradation of Zilladar Post from BS-14 to BS-17

Zilladar is key post since British Empire on or before partition and same post is related to revenue matters of Irrigation Department. Since then Post Zilladar was ignored by the establishment regarding Up-gradation sense in the meanwhile other posts of the same scale were now upgraded in BPS-16 and BPS-17 likewise Superintendents, Head Clerks, Assistants etc.
Keep in mind recruitment of Zilladar (BPS-14) is through PPSC while required qualification for Zilladar (BPS-14) is B.A/B.Sc/B.Sc(Hons.) Agriculture. M.Sc(Hons.) Agriculture degree holder are doing job as Zilladar (BPS-14) while same degree is equal to M.Phil Agriculture.
Mr.Fakhar Ijaz Loona, President, All Punjab Zilladaran Association (APZA) is struggling for so many years for the Upgradation of the post and demanded Upgradation through proper channel by delivering many applications to higher authorities, but of no use. Mr.Fakhar Ijaz Loona, President, All Punjab Zilladaran Association (APZA) routed a Writ Petition No. 6464/2017 namely Fakahr Ijaz Vs GOP etc. in Lahore High Court Multan Bench, Multan. Keeping in view all the evidences and annexures attached with Writ Petition No. 6464/2017 as supporting documents, Honorable Judge Mr. Jawad Hassan has disposed of the Writ Petition with the direction to the Respondent No. 2 (Chief Secretary Punjab).
As per Court order dated 05-05-2017 in Writ Petition # 6464/2017 dated 05-05-2017 has observed as under:
“in the view of above this petition is disposed of with the direction to the Respondent No. 2 to decide aforementioned application of the petitioner (if pending) strictly in accordance with law after proper hearing to all the concerned including the petitioner and will pass a speaking order, strictly in accordance wit law expeditiously, preferably within the period of two weeks.”
Deputy Secretary (Services Matter) to Chief Secretary has pass notification to Secretary Irrigation with No. PA/DS(SM)2-4772/2017 dated 25-05-2017 and requested that the requisite parawise comments in an annotated from on the appeal may kindly be submitted by 31-05-2017 in the shape of summary/note along with all relevant annexures for the perusal/orders of the Chief Secretary and further requested that fate of application of the petitioner dated 18-04-2017mentioned in the court order may also b brought on record.
Moreover, Govt of Punjab Finance Department has issued an office order No. FD.PC.40-149/2013 dated 19-06-2017 Chief Secretary Punjab has constituted a committee for thrashing out and settling all matters of Upgradation for employees of different administrative departments.
Govt of Punjab, Secretary Irrigation instead of submitting summary/note along with all relevant annexures for the perusal/orders of the Chief Secretary, has passed and order No. DS(L)/Misc./2017 dated 07-07-2017 through his Law Officer to the Chief Engineer, Multan Zone for settlement. Keeping in mind that this matter is not related to Chief Engineer Irrigation, Multan Zone. This matter is related to Secretary Irrigation, Secretary S&GAD, Secretary Finance, Chief Secretary Punjab and Chief Minister Punjab.
Mr.Fakhar Ijaz Loona, President, All Punjab Zilladaran Association (APZA) has decided to use the forum of Court for contempt for finding out the best solution for Up-gradation for the post of Zilladar from BPS-14 to BPS-17.
