Relief Measures for Government Employees and Pensioners
Mr. Speaker,
For Federal government employees and pensioners following relief measure are proposed:
  1. 10% Adhoc Relief Allowance (2019) BS-1 to BS-16
    Ad-hoc Relief Allowance @10% on running Basic Pay of BPS 2017 to civil government employees in BPS grade 1 to 16, and employees of Armed Forces
  2. 5% ad-hoc Relief Allowance
    Civil employees BPS 17 – 20 will be given ad-hoc Relief Allowance @5%
  3. No increase Civil employees in BPS 21 and 22
    Civil employees in BPS 21 and 22 will receive no increase in pay as they have decided to sacrifice for the sake of improvement in economic situation of the country
  4. 10% increase in Pensions
    Increase in net pension @10% will be given to all civil and armed forces pensioners of federal government
  5. Special Conveyance Allowance
    Special conveyance allowance for disabled employees will be enhanced from Rs.1,000 per month to Rs.2,000 per month
  6. Special Pay to SPS/PS/APS
    Special pay admissible to SPS/PS/APS to Ministers, Ministers of State, Parliamentary Secretaries, Additional Secretaries, and Joint Secretaries will be enhanced by 25%.
  7. Minimum Wage
    In addition to the above, minimum wage is being increased to Rs.17,500 per month.

Relief Measures for Government Employees and Pensioners
Mr. Speaker,
Our government has consistently provided increase in pay and pensions of government employees over the last five years. Despite fiscal constraints a further relief is being provided to government servants and pensioners although the inflation this year currently stands at 3.8 percent:
  1. 10% Adhoc Relief Allowance (2018) to Civil & Armed Forces Employees
    A 10% Ad-hoc Relief Allowance to Civil and Armed Forces Employees with effect from 1 July 2018.
  2. 10% increase in Pensions
    A 10% increase is also being proposed for Pensioners across the board.
  3. 50% increased in House Rent Ceiling
    Housing is a serious problem for government employees in major cities. House rent ceiling is being increased by 50% on existing rates.
  4. 50% increased in House Rent Allowance (HRA)
    Similarly, House Rent Allowance is also being increased by 50% on existing rates.
  5. Minimum Pension
    Considering the difficulties of low-paid pensioners, minimum pension is being increased to
    Rs.10,000
    from the present Rs.6,000. Similarly,
    Family Pension would also get increased from Rs.4,500 to Rs.7,500.
  6. Minimum Pension above the age of 75 Year
    Minimum Pension of Pensioners above the age of 75 will be Rs.15,000.
  7. Overtime Allowance of staff car drivers and dispatch riders from Rs: 40 to Rs: 80
    Overtime Allowance of staff car drivers and dispatch riders is being increased from Rs.40 per hour to Rs.80 per hour.
  8. HBA & MCA
    The government has also proposed an allocation of Rs.12 billion for provision of advances to government servants for house-building and purchase of transport facility.
  9. Performance Allowance for Senior Officers setting aside
    The government is also setting aside an allocation of Rs.5 billion for Senior Officers Performance Allowance. Details of this will be announced separately.

According to this Office Memorandum (O.M) / Notification, the President has been pleased to sanction revision of Daily Allowances admissible to Government employees while on official duty within the country with effect from 1st July 2017 as under:

The undersigned is directed to convey that the Prime Minister of Pakistan has been pleased to approve, vide PM Office Dy No.1596/SPM/17 dated 12-06-2017, the proposal to declare Rawalakot and Mirpur (AJK) as big cities, for the purpose of House Rent Allowance @ 45% of minimum of the Basis Pay Scale 2008, or at the rates announced by Federal Government for big cities from time to time, w,e.f. 1-7- 2017 for the Federal Government employees posts within the municipal limits of the said cities.

It is to mention here that Gawadar has also been declared as big city for the purpose of HRA and Daily Allowance.

I would now like to announce relief measures for the government employees and pensioners:

  1. Adhoc Relief Allowance 10% with merger of adhoc relief allowance 2010
    In the budget speech FY 2016-17 three allowances were merged. However, the 2008 adhoc relief allowance to the Army and the 2010 adhoc relief allowance for the civilians was not merged. There has been a consistent demand to merge these allowance. I am pleased to announce that it has been decided and give a 10% adhoc relief allowance on the merged salary to all civil and armed forces employees. For Armed Forces, Zarb-e-Azb allowance, that I have already discussed, would be in addition to this;
  2. 10% increase in pensions
    10% increase is also being proposed in pensions;
  3. Upto BPS-5 exempted house-rent charges at the rate of 5%
    Up to BPS-5 employees are being exempted from paying house-rent charges at the rate of 5%;
  4. Daily Allwance (DA) domestic –increased by 60%;
    Daily allowance – domestic – is being increased by 60%;
  5. Orderly allowance revised from 12 to 14 thousand
    Orderly allowance is being revised from Rs.12,000 to Rs.14,000;
  6. Dead Bodies transportation Rate Revised
    Rate for transportation of dead bodies and local burial of are being revised from Rs.1,600 to Rs.4,800 and Rs.5,000 to Rs.15,000 respectively;
  7. Constant attendant allowance (Armed Forces and CAF) increased
    Constant attendant allowance admissible to Armed Forces and CAF is being increased from Rs.3,000 to Rs.7,000;
  8. Different allowances for offices and sailors of Pakistan Navy
    Different allowances for offices and sailors of Pakistan Navy are being revised including; hard-lying pay, compensation for batman, uniform allowance and ration allowance;
  9. Design allowance 50% increased
    Design allowance is being increased by 50%;
  10. Pakistan Post Certain Rates of Allowances revised
    For employees of Pakistan Post, certain rates of allowances are being revised;
  11. Frontier Constabulary Allowance 8000 per month
    The Jawans of the Frontier Constabulary are performing their duties all over Pakistan. In order to make their salary structure attractive it had been decided to allow them a Rs.8,000 per month fixed allowance. One-third of that allowance has been allowed w.e.f 1st March 2017; the one-third of it will be allowed from 1st July 2017 and the balance one-third from 1st July 2018;

    The above measures are estimated to cost an additional Rs.125 billion. It should be remembered that additional amount in last year’s increase in salary and allowances was Rs.67 billion.
  12. Minimum wage: On the pattern of increase in the pay of Government employees the minimum wage of labour for their benefit is being increased from Rs.14,000 to Rs.15,000 per month.


Clarifications
Revision of Basic Pay Scales & Allowances of Civil Servants of the
Federal Government (2017)

That consequent upon (introduction of) revision of Basic Pay Scales-2016 and grant of Adhoc Relief Allowance-2016 @ 10% of Basic Pay of the civil servants in BPS-1 to BPS-22 w.e.f 1-07-2016 vide Finance Division's O.M. dated 01-7-2016, it has, interalia, been decided that the revision of Basic Pay Scales 2016 and grant of Adhoc Relief Allowance-2016 @ 10% of bais pay subject to existing conditions will also be applicable to the Employees of Autonomous/Semi-Autonomous Bodies & Corporations, which have adopted the Federal Government's Basic Pay Scales Scheme in totality.

2. The above orders will, however, not be applicable to those Public Sector Corporations and Autonomous/Semi-Autonomous Bodies which have adopted different pay scales/allowances. In case of such organizations, the revision of Basic Pay Scales-2016 and grant of Adhoc Relief Allowance-2016 @ 10% of bais pay subject to existing conditions will be allowed with the concurrence of Standing Committee of Finance Division on recommendations of the respective Board of Directors/Governors. The revision of Basic Pay Scale-2016 and grant of Adhoc Relief Allowance-2016 @ 10% of basic pay will invariably be tagged with the financial position of the organization.

3. It is also clarified that Autonomous/Semi-Autonomous Bodies and Corporations etc. will forward the cases of only executive/supervisory staff with the recommendations of the their respective Boards for concurrence of Finance Division to the revision of Basic Pay Scales-2016 and grant of Adhoc Relief Allowance-2016@10% of basic pay subject to existing conditions w.e.f 01-07-2016 and subsequently, on the same analogy, this benefit will be allowed to the non-executive/non-supervisory staff of the Autonomous/Semi-Autonomous Bodies and Corporations with the approval of their Board of Directors/Governors.

Revision of Basic Pay Scales & Allowances of Civil Servants of the Federal Government (2016)

According to Finance Division O.M / Notification, three adhoc relief allowances for the year 2013, 2014 and 2015 have been merged into basic pay and new revised pay scales 2016 have been introduced with effect from 1st July 2016.

The Ad-hoc Reilef Allowance 10% of 2016 and others will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent;

All the Special Pays, Special Allowances or the Allowances admissible as percentage of pay shall stand frozen at the level of its admissiblity as on 30-06-2016

All the Special Pays, Special Allowances or the Allowances admissible as percentage of pay (excluding those which are capped by fixing maximum limit) including House Rent allowance and the Allowance / Special Allowance equal to one month basic pay, granted to Federal Government Employees irrespective of his/her posting in Minister / Division / Department / Office etc. including civil employees in BPS-1 to BPS-22 of judiciary shall stand frozen at the level of its admissiblity as on 30-06-2016

Grant of 10% Increase in Net Pension to Pensioners of the Federal Government

Pay and Allowances for Government Employees, Pensioners and Labor

For Government employees, pensioners and workers I announce the following relief measures:


ADHOC RELIEF 2016-17

  1. Ad-hoc increases of 2013 and 2014 will be merged in the pay scales;
  2. 10% Adhoc Relief Allowance on running basic pay will be allowed to all federal government employees with effect from 1 s t July 2016;


    REVISION OF ALLOWANCES
  3. Special Area Compensatory Allowance at the uniform rate of Rs. 300 per month from Rs. 50- 210 for civil armed forces, posted in border areas;
  4. Unattractive Area / Compensatory Allowance for Chitral, Dir, Hazara Division, Swat and Malakand at par with rates allowed by the KPK Govt;
  5. Special Conveyance Allowance to disabled employees @ Rs.1000/- PM (on the proposal of leader of the opposition);
  6. Integrated Allowance allowed to Quasid/N.Quasid/Daftries from Rs.300/- PM to Rs.450/- PM;
  7. Revision of Outfit Allowance allowed to Pak Army officers on their secondment to civil Armed Forces and reversion to Army from Rs.800 to Rs.2,500 and from Rs.500 to Rs.2,000, respectively.
  8. Revision of Late Sitting Conveyance Charges by 50% to employees in BPS 1-15;
  9. Washing Allowance @ Rs. 100/- and Dress Allowance @ Rs. 100/- allowed to employees in BPS 1-4 from Rs. 100/- to Rs. 150/;
  10. M. Phil Allowance @25% of Ph.D Allowance i.e Rs.2,500 per month to Federal Govt Employees on the pattern of Govt of Punjab;
  11. Additional Charge Allowance /Deputation Allowance Revision of Ceiling from Rs.6,000/- to Rs.12,000/- for identical and non- identical post;
  12. Current Charge Special Pay - Revision of ceiling from Rs.6,000/- to Rs.12,000/-;
  13. Increase in Qualification Pay @50% and inclusion of ACCA/CIMA qualification - CA/ ICMA/ ICWA/ ACCA/ CIMA, Staff College/NMC/ND C, NIPA Adv Course / Mid Career etc.;


    UPGRADATION OF MINISTERIAL STAFF
  14. Upgradation of LDC (BS-7 to BS-9), UDC (BS-9 to BS-11), Assistant (BS-14 to BS-16) and Assistant-in-Charge (BS-15 to BS-16);
  15. Upgradation of posts of Khateebs (BS12 to BS-15), Moazzins/Muddaris( BS-5 to BS-7) Khadim (BS-5 to BS-6) Auqaf Directorate, ICT;
  16. Risk Allowance/Special Risk Allowance to Federal Levi Force in FATA, PATA (KPK) and Baluchistan equal to One Month Initial Basic Pay of 2008 pay scale.
  17. On the pattern of increase in the pay of Government employees the minimum wage of labour for their benefit is being increased from Rs.13,000 to Rs.14,000 per month.


FOR PENSIONERS

The government is fully aware of the hard times that many of the pensioners and their families are facing. For their welfare, the present Government took several measures during last three years. The following relief measures are being announced today for further welfare of pensioners and their families:
  1.  10% increase in net pension to all pensioners of federal government with effect from 1st July 2016.
  2. 25% increase in net pension to all pensioners of federal government above the age of 85 years with effect from 1 s t July 2016;
  3. Revision of Ex-Gratia Pension allowed to pensioners of former East Pakistan from Rs.2,000 to Rs.6,000 self pension and from Rs.1,000 to Rs.4,500 pm Family Pension;
  4. For pensioners Pensioner scheme, and senior citizens’ and widows’ investment in Bahbood scheme of National Savings, the upper limit of investment is being increased from Rs.4 million to Rs.5 million.

 

 




 

OTHER BUDGET 2015-16 --- Highlights
  Rs71.5 billion have been allocated for higher education, 14%  more than the previous year.
  Rs 20.88 billion have been allocated for health.
  Rs3 billion have been allocated for Ramzan package.
  Rs25 million have been allocated for scholarships
  Markup rate of Business Youth Loan Scheme has been reduced from 8% to 6%.
  Rs20 billion allocated for PM’s special schemes
 

Rs700 billion allocated for Public Sector Development Programme: Amid last-minute changes to accommodate the prime minister, the federal government has allocated Rs700 billion for Public Sector Development Programme for the new fiscal year –up by 29% or Rs158 billion over outgoing fiscal year’s revised budget

  Rs3.5 billion is given to Ministry of Interior for raising 28 Civil Armed Forces Wings for ensuring security for CPEC route and Chinese working in Pakistan.

REVISION OF DAILY ALLOWANCE ON OFFICIAL DUTY WITHIN COUNTRY

The Competent Authority has been pleased to decide that the rate of accommodation charges will be admissible equivalent to one DA in case of non-specified station where no hotel accommodation receipt is produced. The other terms and conditions of admissibility of daily allowance mentioned in the above referred O.M. will continue to apply. The above decision will be applicable with immediate effect.

REVISION OF DAILY ALLOWANCE ON OFFICIAL DUTY WITHIN COUNTRY

UNIFOR RATES OF SUBSCRIPTION TOWARDS

This deduction on new rates shall be made in the pay bills of August 2015 to be paid in September 2015, until further orders.  There shall be no option to postpone subscription to the above fund either during leave (except EOL without pay leave) or during the training period. Relief Measures

Pay and Allowances for Government Employees
1.            As you know, we are a resource poor economy where demands are many and resources are limited. The present government is committed to reduce non-productive expenditure to achieve greater availability of fiscal space for development spending. This year inflation has substantially come down and there is a trend of price stability. However, the government is fully cognizant of low compensation level of government employees and pensioners. As per past practice, the Government had constituted a committee which submitted its recommendation keeping in the inflation and fiscal constraints. The government has taken following decisions in this regard:-

FOR FEDERAL GOVERNAMENT SERVING EMPLOYEES

1)    7.5% Ad-hoc Relief Allowance on running basic pay will be allowed to all federal government employees with effect from 1st July 2015, as against the recommendation of 5% increase by the Committee.

2)    Ad-hoc increases of 2011 and 2012 will be merged in the pay scales as recommended by the Committee.

3)    Medical Allowances of all government employees is being enhanced by 25%.

4)    One premature increment will be allowed to employees of grade 5 with effect from 1st July 2015. Last year pre-mature increment was allowed to employees of grade 1-4.

5)    A uniform Ph.D. Allowance of Rs.10,000 per month will be allowed to Ph.D./D.Sc. degree holders working under federal government with effect from 1st July 2015. This will replace the existing Science and Technology Allowance of Rs.7,500per month and Ph.D. Allowance of Rs.2,250 per month.

6)    The rates of special pay to Senior Private Secretaries, Private Secretaries and Assistant Private Secretaries are being increased by 100%.

7)    The rate of orderly allowance and special additional pension is also being increased to Rs.12,000 per month.

8)    For the welfare of the labor class and in line with increase in pay of government employees, the minimum wage rate is also being increased from Rs.12,000 to Rs.13,000 per month.


FOR PENSIONERS

2.            Following relief measures are being announced for the pensioners;-

(1)          7.5% increase in net pension to all pensioners of federal government with effect from 1st July 2015.

(2)          Medical Allowances of pensioners is being enhanced by 25%.

(3)          Extension of family pension to widowed/divorced daughter for life or till re-marriage with effect from July1, 2015.

(4)          Revival of policy for restoration of surrendered portion of commuted value of pension after outliving the prescribed period.

(5)          Upper limit of investment in Bahbood Saving Scheme of National Savings by the pensioners and senior citizens is being enhanced from Rs.3 million to Rs.4 million.

3.            Additional financial impact of the proposed increase in pay, pension and allowances is estimated at Rs.46 billion/annum.
 
 

Salary tax rate reduced 
For salaried individuals making between Rs400,000 to Rs500,000 annually, tax rate has been reduced from 5% to 2%.

Admissibility of Pre-Mature Increment to the Employees of BPS 1 to 4

In pursuance of Cabinet’s decision No. 103/05/2014 dated 3rd June 2014, it has been decided to allow 1x premature increment to the employees in BPS-01 to 04 wef 01-07-2014.

This increment will not affect the normal Annual Increment that is due on 1st December 2014, if otherwise admissible under the rules.

The O.M. of Adhoc Relief Allowance 2014 has been issued @10% running current basic pay.

Increase in Medical Allowance 2014
Medical Allowance has been increased from Rs. 1000/- PM to Rs. 1200/- PM. There is 20% increase in Medical Allowance for the employees of BPS-01 to BPS-15

Finance Division O.M No. F.4(1)-Reg.6/2009 dated 13-07-2009 and F.13(11)-Reg.6/2011 dated 17-10-2012 and it is stated that the pensioners who retired from 01-07-2001 to 30-11-2001 and opted for pay scales-2001 (applicable wef 01-12-2001) are entitled to draw 15% increase in pension wef 01-07-2009, as they had enjoyed benefits of new pay scales of 2001 which was more beneficial to them at that time of their retirement. REVISION OF RATES OF PH.D ALLOWANCE AND SPECIAL SCIENCE & TECHNOLOGY ALLOWANCE

The undersigned is directed to refer to Finance Division’s O.M No. F.1(3)Imp-I/88 dated 1st July 1988, O.M No. F.1(9)Imp/2000 dated 8th May 2002, O.M No. F.1(9)Imp/2000 dated 22nd September 2003 and O.M No. F.1(9)Imp/2000 dated 12th September 2007; and to state that it has been decided to revise the rates of Ph.D Allowance and Special Science & Technology Allowance with immediate effect. The detail is as under:

REVISION OF BASIC PAY SCALES, ALLOWANCE AND PENSION OF CIVIL SERVANTS

As per this Office Memorandum/Notification the Basic Pay Scales 2011 introduced vide Finance Div Notification No. F.1 (5)/Imp/2011-419 dated 04-07-2011 and the Adhoc Relieves granted from time to time after 01-07-2011 would also be applicable to the Contingent Paid Staff and Contract Employees of the Federal Government paid from the Civil Estimates as well as Defence Estimates subject to the condition that they are employed against the posts in Basic Pay Scales on standard terms & conditions.

REVISION OF BASIC PAY SCALES, ALLOWANCES & PENSION OF THE CIVIL SERVANTS OF THE FEDERAL GOVERNMENT

Revision of Basic Pay Scales, Allowances and Pension of Civil Servants of the Federal Government and the further elaborate/interpret the subject matter with special reference to the term "new entrants" used in para-8(ii) of the O.M. ibid as follows:-
a) The new entrants in Basic Pay Scales 16 to 22 through direct recruitment/appointment on or after 01-07-2011 shall be allowed Medical Allowance @ 15% of initial of relevant Basic Pay Scales-2008 w.e.f. the date of their appointment and shall stand frozen at the same level till further orders.
b) The entrants in Basic Pay Scales 16 to 22 by way of promotion/up-gradation etc. from BPS 1-15 on or after 01-07-2011 shall be entitled to Medical Allowance @ 15% of pay that would have been admissible to them on 30-06-2011 in the relevant Basic Pay Scales-2008, had they been promoted/upgraded prior to BPS 2011 and shall stand frozen at the same level till further order.
c) The admissible amount of Medical Allwance shall, in no case, be less that Rs: 1,000/- (Rupees one thousand only).

REVISION IN THE RATE OF CONVEYANCE ALLOWANCE FOR CIVIL SERVANTS IN BPS20-22

Grant of Adhoc Relief Allowance - 2013 @ 10% of Basic Pay to the Executive/ Supervisory Staff of Autonomous/ Semi Autonomous Bodies, Corporations etc.

Finance Division Regulation Wing has issued Office Memorandum No. F.4 (3) R-4/2011 dated 10-09-2013 with the 10% Adhoc Relief Allowance of the Basic Pay to the Executive/Supervisory Staff of the Autonomous/Semi Autonomous Bodies/Corporations etc wef 1st July 2013. This allowance will only be applicable to those corporations/autonomous bodies’ employees who have totally adopted the Basic Pay Scales of the Federal Government.

GRANT OF ADHOC RELIEF ALLOWANCE-2013 @ 10% BASIC PAY TO THE CIVIL EMPLOYEES OF THE FEDERAL GOVERNMENT
Finance Div Regulation Wing Islamabad has issued Notification No. 1 (2) Imp/2013-364 dated 16th July 2013 in connection with Adhoc Allowance 2013 @ 10% to the Federal Govt Employees wef 1st July 2013.

This Allowance has been sanctioned wef 01-07-2013 at the basic pay to all the civil employees of Federal Govt as well as Civilians paid out of Defence Estimates including contingent paid staff and contract employees on the following conditions:
The amount of this Adhoc Relief Allowance 2013”
(i) Will be subject to income tax.
(ii) Will be admissible during leave and entire period of LPR except during Extra Ordinary Leave.
(iii) Will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of HR.
(iv) Will not be admissible to the employees during the tenure of their posting/deputation abroad.
(v) 4th condition is available at the notification.
The Term Basic Pay for the purpose of Adhoc Relief Allowance-2013 will also include the amount of the personal Pay granted on account of annual increments beyond the maximum of the existing Pay Scales.
The above Adhoc Relief Allowance 2013 shall be accommodated from within the budgetary allocation 2013-2014.

In pursuance of sub-section (2) of Section 323 of Pakistan Penal Code (Act XLV of 1860) the Federal Government is pleased to declare Rs. 2,174,577/- (Rupees two million one hundred seventy four thousand five hundred seventy seveny only), to be the value of thiryt thousand six hundred and thirty (30,630) grams of silver for the financial year 2013-14 for the purpose of sub-section(1) thereof.
