GRANT OF ADHOC RELIEF ALLOWANCE-2013 @ 15% BASIC PAY TO THE CIVIL EMPLOYEES OF THE KHYBER PAKHTUNKHAWA (KPK)
Govt of Khyber Pakhtunkhwa Finance Department has issued Notification No. FD (PRC) 1-1/2013 dated 16-07-2013 in connection with the Adhoc Relief Allowance 2013 @ 15% of the running basic pay to all the employees of the province including contingent paid staff and contract employees, employed against civil posts. This allowance will be admissible wef 1st July 2013 till further orders.

Finance Department of KPK issued the Notification of Up-gradation of Employees BPS-1 to BPS-16

Government of Khyber Pakhtunkhwa Finance Department (Regulation Wing) Notification No. FD. SO(FR)7-20/2015 dated 30-06-2015.

The Competent Authority has been pleased to accord approval to the upgradation of pay scales of the following provincial Govt employees with effect from 1st July 2015:

  • Two Pay Scales upgradation will be allowed to all provincial Govt employees from BPS-01 to BPS-05.
  • One Pay Scale upgradation will be allowed to all provincial Govt employees from BPS-06 to BPS-15.
  • Special Compensatory Allowance equal to difference of notional upgradation of BPS-16 to BPS-17 will be allowed to all provincial Govt employees in BPS-16 in lieu of upgradation.
  • Upgradation will be applicable to both pay and allowances with freezing limits and other conditions currently in vogue unless revised by the Government.
  • Pay fixation on upgradation will be applicable wef 01-07-2015 or 01-12-2015 on the option to be given by the concerned employee.
  • All the provincial Govt employees who have been upgraded en block or individually in last five years starting from 01-07-2010 or have been granted special allowance /pay equal to 40% or more of their normal pay shall not be entitled for the instant upgradation.

KPK FINANCIAL BUDGET 2015-16 :: INCREASE IN SALARIES (PAY, ALLOWANCES & PENSION)
According to the budget speech increase in salaries, allowances and pension for the employees of KPK. Details of Relief Measure is as under:
Pay & Allowances
10% Increase of the Running Basic Pay w.e.f 1st July 2015
25% Increase in Medical Allowance w.e.f 1st July 2015
Ad-hoc increases of 2011 and 2012 will be merged in the pay scales
Two Scale up-gradation for Class-IV Employees BS-1 to BS-5 & One scale for BS-6 to BS-15
For BPS-16 Employees Special Compensatory Allowance equal to Next above in BS-17
A uniform Ph.D./ Science and Technology Allowance of Rs.10,000 per month instead of existing Science and Technology Allowance of Rs.7,500per month and Ph.D. Allowance of Rs.2,250 per month.
For Teachers of Primary, Middle, High & Higher Secondary School heads Charge Allowance have been revised into 250, 350, 600 & 750/PM
Upgradation/restructuring of paramedical staff deal with separately.
Committee for review of BS-17 & above pay / allowance, headed by the Finance Secretary KPK has been constituted. This committee will forward its recommendations within in 6 months.
Pension 10% in crease in pension for the KPK pensioners
25% Increase in Medical Allowance w.e.f 1st July 2015
Widowed, Divorced daughters eligible for Family Pension till the next marriage.


Notification of Uniform Compensation Package Issued by KPK Govt
Finance Department Govt. of KPK No. FD (SOSR-II) 4-199/2013 dated 16-03-2015.

Uniform Compensation Package

According to this Notification a single consolidated uniform compensation package for martyred, incapacitated for further service or seriously injured due to act of terrorism has been granted to the concerned employees/families.

This package is granted to the legal heir of Provincial Police Personnel and all persons in the service of Provincial Govt or working on civil posts in connection with affairs of the Province, who while in service are martyered, incapacitated for further service or seriously injured due to the act of terrorism as defined in section-6 of the Anti-Terrorism Act 1997, irrespective of the fact that they meet such incidents either during performing of their respective official duties or otherwise.

Adhoc Relief Allowance 2014 for KPK Employees

Notification of Adhoc Relief Allowance 2014 for KPK Employees has been issued and the same allowance will be @ 10% of the running basic pay for all the employees of KPK.

Medical Allowance for KPK Employees

There is a 20% increase in medical allowance for the KPK employees of BPS-01 to BPS-15. The new rates of Medical Allowance will be Rs. 1200/- per month instead of 1000/- per month.

Khyber Pakhtunkhwa (KPK) Government has announced the financial budget 2014-15. According to the budget speech increase in salaries, allowances and pension for the employees of KPK. Detail is as under:

Around 16000 posts of Clerical staff has been upgraded

Ardali Allowance 12000 PM has been fixed for the retired employees of BPS-20 & above.
Minimum Wages

Minimum wages fix for labours @ 12000/- PM

Service Structure Committee for the service structure, up-gradation and other packages for the employees, a committee headed by the Chief Secretary KPK has been constituted. This committee will forward its recommendations in three months.

As per above mention notification:: 9A, A post of civil servants which is upgraded 28th January 2002 or a post to be upgraded after commencement of this rule, the incumbent of such post on commencement of this rule shall be allowed one premature increment on such up-gradation.

Provided that the pay of a civil servant whose post is upgraded from 28-01-2002 shall be fixed in accordance with the new increment and he shall not be entitled to any arrears in this behalf.

GRANT OF PREMATURE INCREMENT ON PROMOTION WITHIN THE SAME SCALE FOR THE EMPLOYEES OF KHYBER PAKHTUNKHWA (KPK)

In pursuance of the Finance Division Regulation Wing, Islamabad Notification No. F.11 (30) R-2/2010-1150 dated 5th November 2012, regarding Premature Increment on Promotion within the Same Scale, the Competent Authority is pleased to allow 1x premature increment in the pay scales of the higher post in case of fixation of pay on promotion within the same pay scale in all cases of promotion to higher posts having the same Basic Pay Scales, meaning thereby that One Advance Increment as next stage and another as a premature increment will be admissible in such cases of promotion.

FIXATION OF PAY ON APPOINTMENT TO A HIGHER POST FROM A LOWER
POST BY INITIAL RECRUITMENT

This order will help manay Govt Servants of other govt departments (Khyber Pakhtunkhwa & others) too to get their pay fixed on the analogy of this letter. Or if any letter of Federal Govt has been issued then same please be shared.

In some cases the Government Servants holding lower posts secrure appointment to higher posts by initial recruitment. They are deprived of the benefits available to the promotion in forms of rule 10(1) (1) of the NWFP. Civil Service Pay Revision Rules 1978 referred to above. They are thus treated less favourably then thjose who are appointed to a higher post by promotion in normal course. This crates an anomalous situation.

It has been decided that rule 10(1) (i) of the NWFP Civil Service Pay Revision Rules 1978 shall also equally apply in the others where appointment to a higher post from a lower posts is made by initial recruitment.

30% Special Secretariat Allowance for the employees of Civil Secretariat, Chief Minister’s Secretariat, and Governor’s House/Secretariat Khyber Pakhtunkhwa with effect from 1st March 2014

As per Notification, the competent authority has been pleased to unfreeze the 30% Special Allowance sanctioned vide Notification No. FD (SOSR-II) 8-7/2011 dated 27th April 2011 and it has been allowed on the Running Basic Pay of the concerned employees.

This Special Allowance shall be admissible on the running basic pay subject to the conditioned prescribed in the aforesaid Notification dated 27-04-2011 or it may be prescribed by the Governor from time to time.
