SINDH GOVERNMENT
FINANCIAL BUDGET 2015-16 :: INCREASE IN PAY, ALLOWANCES & PENSION
(Relief Measures for the Sindh Govt Employees)
ACCORDING TO BUDGET SPEECH
Adhoc Relief Allowance 2015
10% Adhoc Relief Allowance 2015 on running basic pay will be allowed to all Sindh Government employees with effect from 1st July 2015.

10% Increase in Pension
10% Increase in all Sindh Government Pensioners with effect from 1st July 2015.

Revised Pay Scales 2015
Ad-hoc increases of 2011 and 2012 will be merged in the pay scales.

Medical Allowance
Medical Allowances of all government employees will be enhanced by 25%.

Premature Increment: to BPS-5 Employees
One premature increment will be allowed to employees of grade 5 with effect from 1st July 2015. Last year (2014) pre-mature increment was allowed to employees of grade 1-4.

Revised Rates of Ph.D Allowance
A uniform Ph.D. Allowance of Rs.10,000/- per month will be allowed to Ph.D./D.Sc. degree holders working under Sindh government with effect from 1st July 2015. This will replace the existing Science and Technology Allowance of Rs.7,500/- per month and Ph.D. Allowance of Rs.2,250 per month.

Special Pay to Senior Private Secretaries, Private Secretaries and Assistant Private Secretaries
The rates of special pay to Senior Private Secretaries, Private Secretaries and Assistant Private Secretaries are being increased by 100%.

Orderly Allowance
The rate of orderly allowance and special additional pension is also being increased to Rs.12,000/- per month.

Minimum Wage Rate
For the welfare of the labour class and in line with increase in pay of government employees, the minimum wage rate is also being increased from Rs.12,000/- to Rs.13,000/- per month

GOVT OF SINDH: RELAXATION UPTO 15-YEARS IN THE UPPER AGE LIMIT

Government of Sindh are pleased to allow relaxation up to 15 (Fifteen) years in the upper age limit to all the applicants applying for the vacancies in all the Departments of Govt of Sindh (Except Police Service & the posts to be filed through Combined Competitive Examination by the Sindh Public Service Commission) to be filled during the period with effect from 1st July 2014 to 30th June 2016 in relaxation of Rules.

ENHANCEMENT OF PAY PACKAGE FROM RS. 75000/- TO RS. 100000/-
FOR SPECIALIST CADRE DOCTORS::

Government of Sindh, Finance Department Notification No. FD (SR-III)5-42/2015 dated 29-04-2015

According to this Notification, with the approval of the Chief Minister Sindh, the Government of Sindh has been pleased to enhance the salary from Rs. 75,000/- to Rs. 100,000/- fixed per month as an incentive to Specialist Doctors working on contract basis for a period of 24 months at District Tharparkar.

ENHANCEMENT OF CHIEF MINISTER'S HOUSE ALLOWANCE
BS-1 to BS-20 & Above
Government of the Sindh, Finance Department has issued Notification No. FD(SR-1)2(3)/2013 dated 24-02-2015

According to this Notification, with the approval of the Competent Authority i.e Chief Minister Sindh, Government of the Sindh has been pleased to revise the existing rates of Chief Minister House Allowance in respect of the officers/officials working in the Chief Minister Secretariate with effect from 1st July 2014.

GRANT OF PRE-MATURE INCREMENT ON UP-GRADATION IN SINDH
Govt of the Sindh, Finance Department O.M No. FD(SR-I)3(17)/2013 dated 5th August 2014

In pursuance of Finance Division (Regulation Wing) Governament of Pakistan Office Memorandum No. F. No. 11(4))R-2/2011-1153/2013 dated 31-05-2013 and Judgment dated 28-01-2002 passed by Hon'able Supreme Court Judgment in Appeal No. 637 of 1998, Govt of Sindh has been pleased to grant one pre-mature increment on up-gradation of posts as on promotion which would be applicable in all cases of up-gradation taken place from 28th Jan-2002 onward and would take effect from the actual date of up-gradation of the post.
This department's letter of even number dated 25th July 2014, is hereby cancelled/withdrawn.

:: INCREASE IN SALARIES
PAY, ALLOWANCES & PENSION
----- ACCORDING TO BUDGET SPEECH
  • c) Increase in Salaries (Pay & Allowances) for Sindh Government Employees
    (i) A 10% adhoc relief will be allowed to all provincial government employees w.e.f 1st July 2014;
    (ii) A 10% increase will be allowed to those employees in Grade-1 to 15 drawing fixed medical allowance of Rs.1000 per month;
    (iii) A 5% increase will be allowed in conveyance allowance to those employees working in Grade-1 to 15;
    (iv) The post of superintendent is being upgraded from BPS-16 to BPS-17;
    (v) One pre-mature increment will be granted to employees of Grade(BPS-1 to BPS-4)
    (vi) For welfare of the labour class, and in line with the increase in pay of government employees, the Minimum wage rate is also being increased to Rs.11, 000 pm;
    (vii) The minimum pension is being increased by Rs. 1000, to make it Rs. 6000 per month.
    (viii) A 10% increase will also be allowed in pension to all retired employees of Government of Sindh.

Notification No. SO-II (S& GAD) 5-64/2011:: In connection with this Department’s Notification No. SOII (S& GAD) 6-14/2004 dated 02-10-2012 and with the approval of the Chief Minster, Sindh, notwithstanding the contents of the table given under Rule-12 (2) of the Sindh Civil Servants (Appointment, Promotion and Transfers) Rules 1974 and the orders contained in this Department’s Standing Order No. SORI (SGA&CD) 6/4/85, dated 19-04-2004, Standing Order No. SORI (SGA&CD) 6/4/85 dated 15-06-2004 and Corrigendum dated 02-07-2004 issued in this behalf.

In pursuance of Services, General Administration & Coordination Department's advice bearing No. SOB(SGA&CD)10-01/2012 dated 24th July, 2013, sanction of Government of Sindh is hereby accorded to allow the Upgradation / Re-designation in respect of (12) Data Processing Assistant (BS-12) as Data Processing Officer (BS-16), in Finance Department with effect from 07-03-2012 the date of order passed by the Honourable High Court of Sindh.
 

GRANT OF AD-HOC RELIEF ALLOWANCE-2013 @ 15% AND 10% BASIC PAY
Govt. of Sindh Finance Department O.M No. FD (SR-I) 1(32)/2008-2011 dated 22nd July 2013

Govt of Sindh Finance Department has issued Office Memorandum No. FD (SR-I) 1(32)/2008-2011 dated 22nd July 2013 in connection with the Adhoc Relief Allowance 2013 wef 1st July 2013. The rates of this allowance for the Sindh Govt Employees are as under:

BPS-01 to BPS-15= 15% of the running basic pay
BPS-16 to BPS-22= 10% of the running basic pay
This allowance will also be admissible to the contingent paid staff employed against civil posts paid from civil estimates.
It is further mentioned that the Notifications for ARA-2013 has already been issued by the Punjab Govt, Federal Govt as well as the Khyber Pakhtunkhwa Govt. KPK Govt has notified @ 15% for all the employees of KPK while Punjab Govt as well as Federal Govt has notified @ 10% of the running basic pay.
The other conditions for this ARA-2013 Sindh Govt Employees are mentioned in the copy of the Notification.
