Senate Standing Committee on Finance proposed 15% Salary increase for grade 1 to 16

Islamabad (Wednesday, June 19th, 2013) – Senate Standing Committee on Finance meeting was held in Islamabad.

Standing Committee on Finance has recommended to the National Assembly that the salaries of scale 1 to 16 federal employees should be increased by 15 percent.

Committee also proposed 10 percent increase for the employees / officers of scale 7 and above. Senator Nasreen Jalil presided over the the meeting of standing committee. Committee discussed finance bill 2013-2014.

After reconsideration: Govt. employees get 10% salary increase:
ISLAMABAD: Finance Minister Ishaq Dar on Saturday announced a 10% increase in the salaries of government employees, Express News reported.
The newly-formed government had earlier decided against increasing the salaries of government servants — for the first time in nearly three decades. The budgetary move was denounced with such fervor that the government was forced to reconsider its decision and constitute a committee to review the possibility of increasing civil servants salaries, revealed sources in finance ministry. The federal government’s decision affects up to 650,000 federal employees and more than two million provincial government employees.
The previous decision had also sparked protests by government employees across the country.

No pay increase for Govt Employees in Federal Budget 2013-14

ISLAMABAD: (12th June, 2013) The federal cabinet on Wednesday decided not to raise the salary of Government Employees in the Federal Budget 2013-14. Finance Minister Ishaq Dar said: “We cannot afford to increase the salaries of Government Employees under the prevailing circumstances.”  The cabinet also decided to fix the minimum pension of retired workers at Rs5, 000 with 10 percent raise.

Budget 2013-14:: 150% increase in President and PM employee salaries

ISLAMABAD: The government has declared an increase in the next fiscal year’s budgets of president, prime minister and cabinet division secretaries despite of crippling economic conditions of the country.

According to a Finance Ministry official, one of the reasons behind increasing the president and PM Secretariats’ budgets is additional pay and allowances to their employees.

Employees would receive a 150% increase in their salaries. Meanwhile, grade 19 to 22 officials are availing free electricity and gas and grade 1 to 18 employees are refunded up to 30% of their utility bills. (Read original Aaj News, 4/2013)

 
Budget 2013-14: How much increase in salaries of government employees?

ISLAMABAD: Various news has been published from the different Newspapers regarding the pay and allowances for the civil servants. Many days ago news aroused from a newspaper that there will be only 15% increase in the salaries. As you all know that there were so many rumors till the last eight months for the Unified Pay Scales & Revised Pay Scales, Housing monetizing etc for the Government Employees and all became the part of the past. Pay and Pension Committee continued its meeting since many previous years and the result of their meeting was nil.

In the present situation there are no chances of Unified Pay Scales and I think also for the Revised Pay Scales as the time is short and Financial Budget is to be announced within few weeks and in the same way the new elected government has not yet assumed the charge. Any how hope for the best.

 
 

Financial Budget 2013-14

I think less or more but all govt employes should be treated alike. There is a huge difference between the pay of judiciary, president & PM secritariat, cabinet devision etc and other departments: and now the government has declared an increase in the next
fiscal year’s budgets of president, prime minister and cabinet division secretaries.
Employees would receive a 150% increase in their salaries. Meanwhile, grade 19 to 22
officials are availing free electricity and gas and grade 1 to 18 employees are refunded up to 30% of their utility bills. And for other departments only 7.5% to 10% increase.

Increase in Pension (Budget 2013-14)

On arrival of financial year all employees of pakistan demanding for increase in pay and allowances on the other hand Employees who already Retired drawn one fourth pension of the present serving employees, therefore it is suggested that when increase present employees pay 30% then the penion may kindly be increased 90%.

It is further proposed that house rent allowance may also be granted to the retired employees according to his pay scale in which he retired.

Computer Allowance

First of all congratulation to coming Newly Elected Government of Pakistan.
With due regard it is suggested that: Merged and Uniform pay scales may be introduced and all government / semi government / autonomous / federal government / provincial organizations, so that the difference in pay of employees working in different organizations can be equalized. And house rent may be paid to the employee in lump sum according to grades of the employee. Same pay Scales of Computer Staff and should be same the name of Designation in whole country for Computer Operator, Supervisor Data Entry, Supervisor Data Control (BPS-16) working in deferent departments = (MIS Officer) just like FBR. And must be enhance the rate of Computer Allowance.

Budget Proposals

I suggest that the Newly Elected Government of Pakistan may merge the Adhoc Allowances allowed to the employees since 2010 i.e, Rs.50%, 2011 Rs.15% and 2012 Rs.20% in their Basic Salaries so that financial relief may be provided to them.

Merged and Uniform pay scales may be introduced and all government / semi government / autonomous / federal government / provincial organizations, so that the difference in pay of employees working in different organizations can be equalized.

The pay and house rent may be paid to the employee in lump sum according to grades of the employee.

Higher Educated Employees must be appreciated with Extra Increment as practised in Past,but Unfortunately General Pervaiz Musharaf stoped this Benefit for Civil Employees.

Electricity Bills must be half paid by Government, due to high prices of other daily items.

So if Nawaz Sharif think that they are servant of poor people then they should give maximum benift to poor people(STAFF) not to rich people(Officers).
PLZ send my proposal to Khadam-e-Aala AND Nawaz Sharif.
But I sure that Govt. will not do this. Since Officers will blackmale the PML(N) and will reject the budget so govt. will increase equal increament both in staff and officers pay.
So Poor people of staff will remain poor in this country and no good change will come in their life. They remain always poor. AND Officers will enjoy highest pay all of their life.

Proposals for New Elected Government regarding their Employees

The following facilities are requested / proposed to be included for the Government Employees:

GOVERNMENT ACCOMMODATION:-

It is requested to the Government of Pakistan that all the Govt. employees should be provided Govt. accommodation of international standard (having all the modern facilities) on emergent basis as well as for bachelors (who are working away from the home station), should be provided Hostels with facilities of Mess/Canteen, laundry etc. because, since 1971, no new infrastructure was built for Govt. employees and the newly appointed employee cannot get govt. accommodation even on merit he will get accommodation letter after his retirement from service (such cases are on the record). Government should now act upon this proposal sincerely, its employees should be facilitated so that they could work with full zeal and zest like the employees of private firms/companies as the private firms/companies facilitate their employees on international grounds.

HIRING OF HOUSE:-

It is requested to the Government of Pakistan that the hiring of house (provided for federal govt. employees) should be included in the net salary/pay slip due to the following reasons:

v The employee who appoints in Ministry/Division working in Islamabad (away from his native home) will not live in house by hiring it on rent basis rather than he will prefer to live in the single room and save his money for his children/family. If he hires a house for himself alone (as per govt. procedure), he will not save money for his family. Therefore, if hiring/ceiling is included in the net salary, the employee has choice to live by his own will whether in single room or in the cheap house and will save money for his family.

v The procedure for hiring of house is too complicated i.e. provision of various documents in this regard is not only wastage of time but also wastage of stationary including stamp papers. Resultantly, sometimes employees use bogus documentation and telling lies which is immoral and illegal as they are helpless to do so for acquiring their legal right.

v The process of hiring is time taking due to involvement of various sections of the concerned department and AGPR as well, which results in late payment to the house owner due to which employees are facing trouble for rent demanding by owners.

v If an employee faces problem with owner for any reason i.e. water, electricity, gas or any other reason, he can’t quit due to contract. As the owner in such case may has been received the payment but for paying back money he makes many excuses which creates huge trouble for the employees.

v Usually It is observed that a house available for rent having low cost but after informing the owner that we need this house on hiring basis, the owner increases the rental value which is also a huge problem for the employees.

From the above mentioned problems it is clear that hiring process is quandary for the employees. Although, it is legal right of the employees but they avail it after a painful process. It is proposed that if the hiring amount will be included in pay-slip of the concerned employees they may get rid of this spam procedure.

4- To raise the voice for equal pay scale and promotion / time scale structure of all category in whole country for all government employees without any discrimination, favoritism and prejudice.

5- There should be a Hospital, Especially for Government Employees, Like Wapda Hospital or Army Hospital, Wherein only Government Employees can go for treatment. Because no one listen in these Hospital like Services, Mayo Hospital or Sheikh Zaid Hospital.

6- Higher Educated Employees must be appreciated with Extra Increment as practised in Past,but Unfortunately General Pervaiz Musharaf stoped this Benefit for Civil Employees.

7- Utility Bills must be paid by Government, due to high prices of other daily items like WAPDA and SNGP.

“Example” Equal Basic Pay Scale! Like (LDC BPS-7 / UDC BPS-09) in whole country. Same pay scale and allowance for all employees in different deptt: of different categories i.e Computer operator in whole country BPS-16 Accountant, Office Assistant BPS-16 etc.

Chances in Pay Structure

I think the new government should take following steps in favor of government servants,
1- All allowances which were frozen in last payscales should be D-freezed.

2- HRA, Medical Allowance and other allowances should be linked with running basic pay and not with initial of a pay scale.

3- Facility of hiring / self hiring may be given at all stations instead of only in metropoliten cities in order to reduce pressure / rush of government servants from postings at big stations.

4- Pay scales may be revised after merging relevant allownaces.

5- Conveyance Allowance may be increased or it may be linked with value of POL entitlement for different scales ie scale 17-18 equal to 500 liters, scale 19 equal to 700 liters per month etc

6- Qualification Allowance / Pay may be increased specially for professionaly qualified persons.

7- Utility Allowance be granted to all government departments and facility of free electricity etc may be withdrawn.

Increase in Pay

I hear that Govt. is deciding to increase 20% increase in employees pay. I want to give a proposal. Govt. should increase 30% pay of employees from 1 to 16 Grade & 10% increase in Grade 17 and above.
Since employees from grade 1 to 16 have minimun basic pay. Otherhand Officer's Basic Pay is Maximum. When Govt. announce 20 % increase in basic pay in Budget, Officer's Pay jump to its peak level, on the otherhand employees from grade 1 to 16's pay increases minimum.

Some suggestions

I would like to give some advises for Government employees.

1.There should be a Hospital,Especially for Government Employees,Like Wapda Hospital or Army Hospital,Wherein only Government Employees can go for treatment.Because no one listen in these Hospital like Services or Mayo Hospital.

2.Higher Educated Employees must be appreciated with Extra Increment as practised in Past,but Unfortunatly General Pervaiz Musharaf stoped this Benefit for Civil Employees.

3.Electricity Bills must be half paid by Government,due to high prices of other daily items.

4.Government Accamodation Colonies must Increase.This time only Wahdat Colony,Chuburji Garden Estate and some flates in Allama Iqbal Town are available.A man who apply for Gvovernment Accamodation,he has to wait for residence long time,and some time Employee retires from Government Service but cant get his turn for Government Accamodation.

5.Increase the amount of Benevolent Fund for Scale 1 to 15 in shape of Scholorship,Funeral grant,marriage grant etc...
