OFFICE TIMING DURING THE HOLY MONTH OF RAMZAN 2015

Government of the Pakistan, Cabinet Secretariat, Establishment Division O.M No. F.6/2/96-D-II dated 15th June 2015

As per Office Memorandum / Notification of Establishment Division Office Timings during the Holy Month of Ramzan 2015. The following office timings will be observed during the forthcoming Holy Month of Ramzan by the Federal Govt Offices working on 5 or 6 days a week.

Office Timings for Offices Working 5 Days a Week:

1 Monday to Thursday 08: 00 AM to 02:00 PM
2 Friday 08: 00 AM to 01:00 PM

Office Timings for Offices Working 6 Days a Week:

1 Monday to Thursday & Saturday 08:00 AM to 01:00 PM
2 Friday 08:00 AM to 1200 Noon

It is requested that the said deicion be communicated to all concerned.

LIFTING OF BAN ON RECRUITMENT PROCESS IN FEDERAL MINISTRIES/ DIVISION/ AUTONOMOUS BODIES / CORPORATIONS

Establishment Division O.M of even number dated 20th June 2013 and subsequent clarification issued from time to time on the subject and to state that the Federal Govt is pleased to lift the ban on recruitment process in all Government Ministries/Divisions/Autonomous Bodies and other Organizations. Separate Guidelines will be issued in this regard by the Cabinet Secretariat/Establishment Division.

The Ministries/Divisions are requested to bring the above decision of the Federal Government to the notice of all Departments/Autonomous Bodies and other organizations under their administrative control.

Establishment Division is directed to refer to this Division's Office Memorandum of even number, dated 13-06-2006, as amended from time to time, on the subject noted above and to say that the Prime Minister has been pleased to approve the following further amendement, effective from 15-06-2013 with regard to security related deaths:-
"Upon embracing Shaadat, salary of such Government employees which they were drawing immediately before Shahadat may continue to be paid un-interrupted, alongwith usual allowances and annual increments from time to time, commensurate to their pay scales, alongwith full pensionary benefits, to their widows/widdowers/children till supernnuation".
All concerned are requrested to take necessary action accordingly.

OFFICE MEMURANDUMs & NOTIFICATION
UNIFORM TIME SCALE PROMOTION POLICY FOR CIVIL SERVANTS OF FEDERAL GOVERNMENT
APPEAL UNDER SECTION-4 OF THE SERVICE TRIBUNAL ACT,1973

Govt. of Pakistan Cabinet Secretariat Establishment Division O.M No. 1/13/96-R-6 Dated 7th May, 2014
The Establishment Division is directed to refer to the Finance Division (Regulation Wings)'s O.M. No. 19(257)Leg-II/2012-144-R.I/2013, dated 29th March, 2013 on the above subject and to say that at present employees working in Minsitry/ Divisions/ Departments are of the view that up-gradation of posts means automatic up-gradation of its incumbent. This concept is incorrect. Establishment Division's O.M. No. 5(1)/67-DV, dated 10-10-1967, read with O.M. No. 8/130/91-R-I, dated 12th May, 1992 provides that up-gradation of posts means abolition of previous posts and creation of new post in high scale. Appointment to up-graded posts will have to be made in the manner prescribed in the Recruitment Rules approved by Establishment Division/FPSC.

2. In the instant appeal & in many other appeals/writ petitions received in Establishment division, it is observed that employees who are not promoted since long are inspired from up-gradation of other posts and hence, they aspire for up-gradation of their posts several employees, whose case were not covered under up-gradation policy and hence rejected by the this Division or by their parent Ministry/Division file writ petitions in courts praying for up-gradation of their posts. Due to above referred court cases the work load of Establishment Division/Finance Division has considerably been increased.

3. Establishment Division is of the view that in order to decrease the number of court cases and bring unifority, Finance Division may consititute a committee comprising expert members to formulate a uniform time scale promotion policyt applicable on civil servants working under the Federal Goverment.

It is clarified that ban on recruitment process imposed by Federal Government on the directions of Prime Minister's Office, shall also be applicable on the following categories of appointments:-
1. Appointment of contigent paid staff and its further extension.
2. Appointment of Civil Armed Forces Personnel i.e. Frontier Corps.
3. Appointment by Transfer / Induction.\
4. Extension in contract appointment of already recruited contractual employees.

All Ministries/Division are requested to bring the above decision to the notice of the departments/organizations under their administrative control for strict compliance.

Notification of Amendment/Addisions in Federal Employees Benevolent Fund & Group Insurance Rules-1972:
Establishment Division No. F.No.5-15-2011-Admn-II dated 3rd October 2013
Cabinet Secretariat Establishment Division has issued Notification No. F.No.5-15-2011-Admn-II dated 3rd October 2013 regarding Notification of Amendment in Federal Employees Benevolent Fund & Group Insurance Rules.

In exercise of the powers conferred by section 23 of the Federal Employees Benevolent Fund & Group Insurance Rules-1972 (II of 1969), the Federal Govt is pleased to direct that the following further amendment/additions shall be made in Federal Employees Benevolent Fund & Group Insurance Rules-1972, namely:-
2- in the aforesaid Rules.
In Rule-6, after sub-para (4), the following new sub-rul (5) shall be added,
Sub-Rule )5): Every Employee shall pay a monthly subscription to the Benevolent Fund, in terms of section 12 (c) at the rates specified in column (4) of the Seventh Schedule and monthly Benevolent Grant in terms of section 13 (3) shall be paid in accordance with the scale prescribed in column (5) of the Seventh Schedule, with effect from 01-07-2013


 

REVISION OF PROMOTION POLICY - ISSUANCE OF REVISED PER FORMS
Establishment Division (Cabinet Secretariat) Govt. of Pakistan - Office Memorandum No. 3/2/2/2012-CP-II dated 15th August 2013

It has now been decided that the PERs in respect of all officers in BS-17 & 18 as well as in BS-19 & 20 will be writtien on the revised PER Forms. The PERs for the calendar year 2013 will be initiated on the Revised Forms. Similarly in respect of FBR and its lower formations, the PERs for FY 2012-13 shall be initiated on the Revised Forms
The Ministries/Divisions are requested to bring this decision to the notice of all Attached Departments/Sub-ordinate Offices under their administrative control for compliance.

ANNUAL MEDICAL EXAMINATION REPORTS-FITNESS FOR POSTING/TRAINING AND RETENTION IN SERVICE
Govt of Pakistan Cabinet Secretariat Establishment Division O.M No. F.10/1/2012-CP-II dated 17th July 2013.

The Annual Medical Reports-Fitness for the purpose of Training, Posting and Retention in service for the officers in BPS-17 and above in Federal Government.
It has been observed that the said instructions are not being complied with, therefore it becomes difficult to monitor and officer’s health for the purpose of posting, retention in service and training. Besides several cases have been observed where officers nominated for mandatory training fell seriously ill during training and had to be sent back without completing training. It has been decided that the latest Medical Report shall henceforth be a compulsory requirement at the time of nomination of officers for mandatory training. The said requirements will be applicable wef 1st January 2014.

OFFICE TIMINGS DURING THE HOLY MONTH OF RAMZAN
Govt of Pakistan Cabinet Secretariat Establishment Division Islamabad has issued Office Memorandum No. F.6/2/96-D-II dated 4th July 2013 in connection with the office timings during the Holy Month of Ramzan.

According to the memorandum, the following office timings will be observed during the forthcoming Holy Month of Ramzan by the Federal Govt Offices working on 5/6days a week basis:

Timings for Offices Working Five Days a Week

a Monday to Thursday 0800 Hrs to 1400 Hrs
b Friday 0800 Hrs to 1300 Hrs

 Timings for Offices Working Six Days a Week

a Monday to Thursday & Saturday 0800 Hrs to 1300 Hrs
b Friday 0800 Hrs to 1200 Hrs (Noon)
