Establishment Division is directed to refere to this Division's O.M No. 8/10/2013-E-2 (Pt) dated 4-December-2015 on the above captioned subject. It is informed that the Prime Minister has been pleased to approve with effect from 11-May-2016 that employees of Provincial Governments who are working in the Ministries/Divisions/Attached Departments/Sub-ordinate offices etc. at Federal level on deputation basis and die during service/deputation, the families of the deceased employees are allowed to exercisse the option of either availing the Federal or the Provincial Package subject to completion of all other conditions/instructions issued by the this Division from time to time.

Government of Pakistan, Cabinet Secretariat Establishment Division is directed to refer to this Division's O.M. No. 7/40/2005-E-2, dated 13th June, 2006, O.M. PENSION (In Service / Security Related Deaths)
100% to the families of a deceased Government Servant as per their length of service and last pay draw. THE NEWS ISLAMABAD: Prime Minister Muhammad Nawaz Sharif has approved a revised assistance package for government employees who die in service.
The package has three 300 percent increase over the package of 2006 that was in place. The package will be effective retrospectively from February 9, 2015.

The action has been widely hailed by the government employees and their families across the country.Sources in the Prime Minister’s House told The News that the package includes several benefits for the heirs of deceased employees and for those officers and officials incapacitated or as a result of injury in encounters, bomb blasts, riots, watch and ward duty or terrorist activity.
In case of death of an employee during service, a lump sum grant of Rs600,000 will be given from scale one to four, Rs900,000 from scale 5 to 10, Rs1,200,000 from scale 11 to 15, Rs1,500,000 from scale 16 to 17, Rs2,400,000 from scale 18 to 19 and Rs3,000,000 from scale 20 and above.
The other benefits include 100 percent pension to families of deceased government servants as per their length of service and last pay drawn, retention of government house or payment of rent of hired house till the age of superannuation, free education to all the children up to graduation in any public educational institution and discontinuation of the entitlement of two percent quota for allotment of plot.
Payment of lump sum grants in lieu of plot is subject to the condition that no plot had been allotted in the past. It also includes employment for posts in scale one to 15 on two years contract without advertisement, marriage grant amounting to Rs800,000 on wedding of one daughter may be granted to the family of deceased government employees and monthly benevolent grant.
In case of advance against salaries sanctioned by the AGPR or the provincial AG Office, the unpaid balance will be waived. In case of security related deaths, up to Rs10 million will be given according to scales.

WHO DIE IN SERVICE
Government of Pakistan, Cabinet Secretariat has issued Notification No. 8/10/2013-(E-II) dated 25-05-2015References/quarries on following aspects of Prime Minister's Assistance Package are often received in this Division:
- Whether the services of contract employees appointed under the said package can be regularized? lf so, under what rules?
- Whether, on expiry of their term, the contract of employees, appointed under the said package, can be extended? lf so, under what rules?
- Whether, upon holding in abeyance of the revised package issued vide this Division’s OM.No. 8/10/2013-E-2 dated 20.10.2014 what is the status of benefits to be granted to the widows/children of deceased Government Servants.
Aforesaid queries are clarified as under:
- Regularization of services of employees appointed on contract basis are governed by Civil Servants (appointment, Promotion & Transfer) Rules 1973.
- Extension in contract appointments is governed by instructions contained in this Division's O.M No. 8/10/2000-CP-l dated 23.12.200 (copy enclosed)
- Revision made to the subject Package vide this Division's O.M No 8/10/2013-E-2 dated 20.10.2014 has since been held in abeyance, therefore, all cases are to be dealt under this Division's O.M No 08-10-2013-E-2 dated 13-06-2006 till further orders /instructions.

Till such time the report of the committee is finalized, the death benefits notified vide this Division’s O.M No. 8/10/2013- E-2 dated 20-10-2014, shall remain held in abeyance.

"Upon embracing Shaadat, salary of such Government employees which they were drawing immediately before Shahadat may continue to be paid un-interrupted, alongwith usual allowances and annual increments from time to time, commensurate to their pay scales, alongwith full pensionary benefits, to their widows/widdowers/children till supernnuation".
All concerned are requrested to take necessary action accordingly.

Lump Sum Grant in Case of Non-Security Related Death
Lump Sum amount as mentioned below will be paid to the spouse of a married employee and to the surviving parents if the employee was unmarried.

Lump Sum amount for security related deaths as mentioned below will be paid to the spouse of a married employee and to the surviving parents if the employee was unmarried.

A sum of Rs. 300,000/- will be paid to the officers/officials incapacitated as a result of the injury in accidents as stated in above para but they are still serving in the department.
Pension in Case of Non-Security Related Death
75% Pension to the spouse or the eldest till the youngest child attains the age of 18. Normal Pension will be paid to the spouse after that for life.
Pension in Case of Security Related Death
In case of security related death full pension will be granted to the youngest son till the youngest son attains the age of 18. Normal pension will be paid to the spouse after that for life.
Accommodation in Case of Non-Security Related Death
Retention of Govt house or payment of rent for hired house for 5 years or till the age of superannuation which ever is earlier but for a minimum period of 3 years.
In case the Govt employee who died had neither Govt accommodation nor rented house at the time of his/her death, his/her family will be entitled to draw House Rent Allowance drawn by him/her at the time of his/her death for the above stated period.
Accommodation in Case of Security Related Death
Retention of Govt house or payment of rent for hired house on payment till superannuation or 5 years which ever is later.
Second condition is the same as the non-security related death 2nd condition.
Employment in Case of Security/Non-Security Related Death
Employment for the posts of BPS-01 to BPS-15 on contract basis for a period of two years without advertisement will be granted by the department to one child or widow/widower of a deceased employee.
Education in Case of Security/Non-Security Related Death
Free education up to the age of 18 will be granted to one child in case of non-security related death and for all children in case of security related death.
Health Facilities in Case of Security/Non-Security Related Death
Free health facilities will be provided in Govt Hospitals to the widow and one child till the age of 18 years in case of non-security related death and to the widow and all children till the age of 18 years in case of security related death.
Waiver of Un-Paid Amount of HBA, Motor Car Advance, Motor Cycle Advance & Bi-Cycle Advance
The unpaid balance amount House Building Advance, Motor Car Advance, Motor Cycle Advance & Bi-Cycle Advance will be waived off for both the categories.
Free Education up to Graduation Level to the Children of Shuhada’s in War against Terrorism
Free Education up to the level of Graduation level has also been provided to the children of Shuhada’s in war against terrorism of the Armed Forces, Civil Armed Forces, Police & the Intelligence Agencies vide PM Secretariat (Public) Islamabad U.O Note No. 1 (1)/DS(IA-III)/2012 (1166) dated 02-07-2012.
